Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of upper-level staff, the Property Manager 1 will assist in the management of OITS properties and procurements, conduct site visits, and coordinate staff relocations. It will assist with ongoing space needs, including swing space associated with ongoing renovations. Duties include, but are not limited to, the following:
• Reviews, evaluates, and develops requests for the acquisition and alteration of all OITS properties and facilities following established policies and procedures and to ensure economic feasibility.
• Obtains blueprints from landlords and performs initial review of space planning proposals and recommends alterations and adjustments to management.
• Assists in the inspection of all OITS properties and facilities to ensure that contracts, leases, codes, and regulations are in compliance.
• Participates in negotiations with the Office of General Services (OGS), the Department of the Budget, Office of the State Comptroller, Department of the Law, various landlords, and field Office personnel concerning the procurement Office space, funding, specifications, and any alterations of Office space.
• Assists in the drafting of requests to OGS for the procurement of new Office space. -Performs initial evaluation of all OITS properties regarding space plans and proposed layouts to determine feasibility, and whether agency program needs are met.
• Attends to the day-to-day logistics of space-related expenditures, acquisitions, and modifications to OITS properties and buildings; escalates issues to management. -Tracks OGS construction, electrical, and networking deliverables to ensure vendor shipments and installations coincide appropriately.
• Reviews and recommends contract changes to management.
• Intakes and tracks OITS tenant Alteration Requests to ensure that they are scheduled and implemented in a timely manner.
• Tracks the delivery, installation, and movement of Office equipment. Keeps management abreast of progress.
• Conducts onsite inspections: Ensures that work accords with plans and meets applicable specifications during construction. Ensures all lease terms are met and determine overall Office conditions are adequate.
• Arranges for temporary occupancy and hold-over tenant occupancy agreements. -Prepares non-compliance reports and correspondence under the direction of upper-level staff.
• Prepares cost factors for management review so they may determine whether to proceed with project development. -Attends project meetings at the direction of upper-level staff.

Minimum Qualifications NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, candidates may be hired via a non-competitive appointment if they meet the below NY HELPS minimum qualifications.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE QUALIFICATIONS:

Trainee 1: Four years of experience performing office and field duties directed at the construction, acquisition, rehabilitation, and maintenance of office space.

Trainee 2: Five years of experience performing office and field duties directed at the construction, acquisition, rehabilitation, and maintenance of office space.

Journey Level: Six years of experience performing office and field duties directed at the construction, acquisition, rehabilitation, and maintenance of office space.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:

Eligible for a lateral transfer or for transfer under Section 70.1 or 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title. Note that appointment to the Trainee 2 or Journey level is at agency discretion.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require fingerprinting.

Some positions may require lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Travel for this position is predominately within the Capital District.

Positions located in New York City, will receive an additional $4,000 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
