Job Specifics

Duties Description The Bureau of Environmental Exposure Investigation (BEEI) is responsible for investigating human exposure to hazardous materials and recommending actions to prevent or minimize exposures to protect public health. The Public Health Specialist (PHS) 1 (Environment) will be tasked with reviewing workplans and reports and compiling relevant data on human exposure pathways, evaluating the completeness of inspections, and making recommendations to achieve a complete and scientifically defensible investigation. Their work will involve reviewing work plans and investigation reports (RI/FS), remedial plans (PRAPS, RODS) and other reports as to whether they identify and adequately address the public health impacts from hazardous waste sites, petroleum spills, and other contaminated areas.

The PHS 1 (Environment) will provide written comments based upon the reviews of workplans, reports, or other documents to the State and federal agencies and other concerned parties. They will be responsible for determining appropriate analytical procedures and collect environmental samples to determine the degree of human exposure to environmental contaminants. They will ensure that environmental samples are collected in accordance with proper laboratory protocols and requirements. The preferred candidate will also determine sampling/data adequacy regarding potential public health implications and provide recommendations to supervisors, management, and government agencies.

The incumbent will make scientifically valid field observations and measurements as part of an exposure investigation. They will provide property owners and occupants with sampling results and interpretation both verbal and in written form. The PHS 1 (Environment) will represent the Department at public meetings (as well as community advocacy or advisory groups, and other stakeholders) to address community health concerns.

Minimum Qualifications NY HELPS Minimum Qualifications:

A qualifying bachelor's or higher degree*; OR a bachelor's degree or higher degree supplemented by 30 qualifying* semester credit hours.

Candidates with advanced degrees and/or relevant experience may be appointed at a higher level at agency discretion.

Transfer and Reassignment Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Public Health Specialist 1 (Environment), Grade 18, or Trainee; OR current New York State employee with one year or more of permanent or contingent permanent service in a title eligible to transfer to a Public Health Specialist 1 (Environment) Grade 18, or Trainee.

Preferred Qualifications: The preferred candidate will have a strong background in geology, hydrogeology, engineering, chemistry, environmental sciences, or a related field. They will have experience with environmental investigations, evaluating environmental sampling data, and assessing human exposure pathways.

The incumbent will also have good communication skills, including the ability to communicate effectively with diverse stakeholders such as engineers, scientists, school personnel, local health department officials, and members of the public. The preferred candidate will have the ability to effectively manage multiple projects and programmatic tasks in a fast- paced environment with the ability to work independently and as part of a multi-disciplinary team.

Additional Comments Travel throughout several counties to areas not served by public transportation is required (10%).
