Job Specifics

Duties Description The Data Analyst 3 will oversee the Data Operations section of the Bureau of Enterprise and Data Governance (BEDG), supervising data categorization, data quality, and data compliance operations. The incumbent will manage the production, organization, and staff in these areas, working with bureau and division leadership to align with organizational strategic priorities.

Specific job duties include:
• Managing the data categorization process for producing standard data definitions.
• Implementation and oversight of operational data compliance and quality practices addressing continuous monitoring and quality improvement of Medicaid data.
• Stakeholder and data steward engagement to identify program and technical policy and requirements.
• Development of data categorization, quality, and compliance documentation artifacts, including standard templates, accessible repositories, and communication pathways.
• Support of organizational priorities focusing on administration of the Medicaid program, federal and state reporting requirements, and modernization of data services through robust data governance and management practices.
• Collaboration with Office of Health Insurance Programs (OHIP) executive, division, and bureau leadership to align section outputs with strategic priorities.
• Supervise section staff, including onboarding, training, and professional development.

Minimum Qualifications Non-competitive: nine years of experience* in data visualization, and statistical models and data mining tools.

*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Preferred Qualifications: Minimum 2 years experience in data governance, preferably in the healthcare sector. Experience engaging with technical and policy stakeholders to elicit requirements and business needs required. Excellent written and verbal communication skills required. Minimum 1 year of supervisory experience required.
