Job Specifics

Duties Description Under the direction of the Information Technology Specialist 4 Information Security within the Chief Information Security Office/Governance, Risk and Compliance/Access Review, the Information Technology Specialist 3 Information Security will be the Team Lead of the Access Review development unit that provides security services to Enterprise ITS and other non-ITS Agencies. The incumbent will act as a team member and may supervise subordinate staff providing in-depth account and entitlement review for ITS and client agencies to ensure Agency compliance with Regulatory Requirements and Standard.
The Access Review Section consists of two units. The Operations unit provides the delivery of services to ITS and our client agencies, and the Development unit coordinates the technologies behind the reviews as well as the expansion of technologies and agencies able to be reviewed.
The position requires an incumbent to act with a great deal of independence in alignment with CISO and upper-level CISO management strategic direction. The position requires technical expertise in a broad range of areas to permit working directly with technical teams throughout ITS. The position requires communicating orally and in writing with various individuals including management, users, and other IT staff. The incumbent will have to work with ITS teams and upper-level agency management to ensure compliance with the review standards, verify completeness of reviews, and resolve any issues.
The position will be part of the CISO Incident Response program and may require availability during off-shift hours to ensure appropriate response to security incidents or other critical activities that may impact sensitive information, critical systems, NYS agencies, or ITS.

Duties include, but are not limited to:
• Participate/lead meetings to discuss specific requirements for new functionality of the access review application based on client feedback.
• Provide process improvements to increase the ease and usability for the end user.
• Enhance the access review application to ensure efficient operations of the access review program.
• Monitor, test and troubleshoot technology issues in the current access review program to ensure it is functioning smoothly.
• Develop and maintain the current and future access review applications developed in PowerApp and SharePoint. This includes managing work requests and addressing software bugs.
• Work with SharePoint databases and write queries to pull data directly from the back-end database.
• Work with the Operations unit to develop innovative methods of utilizing technology (e.g. AI, Automation, Analytics) to improve the user experience and accuracy of the review data.
• Assist the end users with questions or issues regarding the access review process/application.
• Collect, analyze, and summarize status information for upper management.
• Review and identify documentation needed for collecting, analyzing and normalizing data from technologies to be reviewed in the access review tool.
• Develop and document processes for identifying data needed for access review to be completed.
• Assist with regulatory compliance audit/reviews.
• Perform additional duties as required.

Minimum Qualifications Information Technology Specialist 3 (Information Security)

Non-competitive: five years of information technology, cybersecurity, or information assurance experience**.

**Substitutions: A bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three years of required experience; any bachelor’s substitutes for two years of required experience. An associate degree with 15 semester credit hours in computer science or related field may substitute for one year of required experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field may substitute such credits for one year of required experience. A master’s degree or higher in computer science or related field substitutes for one year of required experience.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
