Job Specifics

Duties Description Responsibilities include but are not limited to:

OSU provides an array of policy and system support services to the State Operations Finance Group, the Bureau of Patient Resources, and other Central Office OMH and facility departments. The individual selected for this position will become a highly specialized, subject matter expert to support an important part of the mission of SOFG, to successfully bill and collect for OMH provided services. The incumbent will support the work efforts to ensure and coordinate timely compliance with audit requests from various internal and external entities. OSU staff serve as subject matter experts (SMEs) and are responsible for analyzing federal and state statutes, rules and regulations and translating that information into official policy and training materials for the PRO field offices and various OMH departments.

Such topics handled by OSU include, but are not limited to:

• Medicaid, with special focus on OMH District 97 Medicaid, Supplemental Security Income (SSI), Social Security, Medicare, Commercial Insurance, SNAP (formerly Food Stamps), HIPAA, Veterans' Administration (VA), Outside Hospital Care (OHC), OMH adult residential programs (Family Care, SOCR, RCCA), Personalized Recovery Oriented Services (PROS), OMH Billing, and children's residential programs (Residential Treatment Facilities).

Additionally, staff in OSU, including the incumbent, serve as end users and super users of the new OMH billing system. Due to additional work created by the new billing system, a facility caseload has been shifted to OSU to manage, and OSU has taken on several special projects to assist with the overall goal of maximizing revenue collections for OMH programs, exhausting efforts to pursue all sources of reimbursement for OMH provided services, expanding revenue collection by approximately $30 million, per year.

Other duties the incumbent may be charged with include managing operational and systems processes, including, Medicaid enrollment/eligibility transactions for 450 Residential Treatment Facility (RTF) admissions annually, Medicaid - Welfare Management System (WMS) Local Data Feedback Editing and billing system interface process for OMH patients and residents, PROS program Medicaid registration transactions, and coordinating all agency WMS and eMedNY access and security.

Minimum Qualifications Non-Competitive HELPS:
Trainee 1 ($53,764): Four years* of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.

Trainee 2 ($59,994): Five years* of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.

Journey Level ($66,951): Six years of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Transfer Opportunity:
Candidates must have permanent status as a Resources & Reimbursement Agent 1, SG-18 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of this position.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
