Job Specifics

Duties Description The New York State Education Department’s Office of Information Technology Services is looking for a talented and motivated candidate with a desire to enhance their technology skills to fill an Information Technology Specialist 3 (Programming) position. The incumbent will report to the unit lead, and responsibilities of this position will include, but not limited to:

• Design, develop, and maintain a reusable front-end component library aligned with the chosen front end framework for use across NYSED web applications and platforms;
• Implement and maintain component libraries in modern front-end frameworks and platforms, including Vue with TypeScript and Drupal, ensuring consistency, reusability, and long-term maintainability;
• Define and maintain strongly typed component APIs (e.g., props, events, slots, configuration objects) to support safe and predictable usage of shared components across multiple applications and teams;
• Develop accessible, responsive, and standards-compliant UI components that meet WCAG 2.1 AA accessibility requirements and NYS accessibility policies;
• Collaborate with program offices and development teams to define user interface patterns and interaction requirements, including creating wireframes or low-fidelity designs as needed, and translate those into reusable, well-documented components;
• Create and maintain clear, user-friendly technical documentation, including usage guidelines, code examples, configuration options, and accessibility considerations, to support adoption by developers across NYSED;
• Establish and enforce best practices for component structure, styling (CSS/SCSS), theming, versioning, and backward compatibility;
• Maintain build and tooling configurations (e.g., Vite or equivalent) to support efficient development, testing, and distribution of component libraries;
• Support integration of the component library into enterprise applications, troubleshoot issues, and provide guidance to consuming development teams;


Preference may be given to candidates who possess the following:

• Strong practical experience with TypeScript, including defining and maintaining well-typed, reusable component APIs;
• Experience developing component-based user interfaces using Vue.js, including modern build tools such as Vite;
• Experience developing or maintaining design systems or component libraries, particularly those intended for reuse across multiple applications or teams;
• Experience implementing front-end components within Drupal, including theming and integration with Drupal’s component or templating systems;
• Strong knowledge of HTML, CSS, and SCSS, including responsive design, layout systems, and scalable styling practices;

Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs.

Substitution: Associate degree may substitute for two years of specialized experience; bachelor’s degree may substitute for four years of specialized experience; master’s degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

PROMOTION: One year of permanent service as an Information Technology Specialist 2 (Programming).


COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Informaiton Technology Specialist 3 (Programming).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer to Information Technology Specialist 3 (Programming): Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Information Technology Specialist 3 (Programming) if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-21 or higher AND have standing on the Information Technology Specialist 3 (Programming) eligible list AND possess:

Either 1. a bachelor's or higher level degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages AND two years of experience in computer programming;

Or 2. a bachelor's or higher level degree in any field AND three years of experience in computer programming;

Or 3. an associate's degree* with 15 semester credit hours in programming languages AND four years of experience in computer programming;

Or 4. five years of experience in computer programming.

*The computer programming experience must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs. This could be a mainframe or network based server environment where the server supports databases, data communications, web sites, applications servers, etc. The primary distinctive characteristic of computer systems programming when compared to applications programming is that applications programming produces software which provides services to the user, whereas systems programming produces software which provides services to the computer hardware (e.g., operating systems, disk defragmenter) and requires a greater degree of hardware awareness. Computer systems programming experience does not qualify for this examination.

Associate degree may substitute for two years of specialized experience; bachelor’s degree may substitute for four years of specialized experience; master’s degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
