Job Specifics

Duties Description The Program Aide will have a financial coordinator role and will be responsible for managing the financial aspects of resident care from admission through discharge, ensuring accurate payer source identification, documentation, and compliance with all state and federal policies. The Program Aide will conduct comprehensive financial interviews with residents/representatives prior to admission and throughout their stay; educate residents and families on financial obligations, eligibility, and required documentation; ensure all agreements and supporting financial documents are properly signed and clearly understood by residents/families; identify, verify, and secure appropriate payer sources, including Medicaid, Medicare, private pay, long-term care insurance, and other third-party payers; collect, review, and analyze financial documentation such as bank statements, income verification, asset records, insurance policies, and benefit award letters; assist residents and families with the preparation, submission, and follow-up of Medicaid applications, working closely with external agencies; manage and submit representative payee applications in accordance with Social Security Administration guidelines; review and analyze monthly revenue reports, and receive payments from all payer sources; follow up on outstanding balances with residents, families, or third-party representatives to resolve issues. The Program Aide will work closely with the Centralized Billing Office (CBO) and Attorney General Office (AGO) regarding billing and revenue; monitor pending applications and proactively address issues to prevent delays or denials in payment; oversee the collection of private pay balances and NAMI owed. The Program Aide will communicate with Medicaid offices, county agencies, social services, and insurance providers to ensure processing and resolution of financial matters; handle all financial phone calls/emails; collaborate with admissions, social services, administration, and billing departments to facilitate smooth financial transitions and continuity of care; document all financial interviews, communications, and determinations in resident records. The Program Aide will also participate in audits, case reviews, appeals processes; maintain organized and secure electronic storage of all financial records, documentation, and correspondence; provide guidance to families and Veterans in navigating disability evaluations and benefit application processes. In addition, the Program Aide will work with VA Liaisons to support resident access to VA records and evaluations; ensure compliance with federal, state, and facility policies regarding billing practices and payer source regulations.

Minimum Qualifications Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position eligible for transfer under Section 70.1 of the Civil Service Law to Office Assistant 2 (Stores/Mail). Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current New York State employee with one year of permanent competitive or 55-b/55-c service as an office assistant, clerical, or keyboarding title allocated to Grade 6 or higher. Open Competitive HELPS qualifications: If less than three interested and qualified New York State Department of Health employees serving in the direct-line, lower-level title(s) within the agency apply to this opportunity, the agency may make a non-competitive appointment under the NY HELPS program: One year of experience where most work time is spent performing activities related to mail receipt, mail distribution, storage, and/or stores keeping.

The posted salary range includes ($57,413 - $69,061) includes a downstate adjustment of $4,000.
