Job Specifics
Duties Description The Bureau of Social Care and Community Supports works to integrate health and human services within the Medicaid program. The bureau is composed of two units, Supportive Housing and Social Determinants of Health. This position will work under the Social Determinants of Health Unit.
This position will act as a Senior Social Determinants of Health Policy Specialist and will play a pivotal role within the Social Determinants of Health Unit, focusing on the strategic development and implementation of policies that address health-related social needs within the Medicaid program. This position will be instrumental in advancing our 1115 waiver initiatives, fostering innovative approaches to social care, and leading a team dedicated to these efforts.
Key Responsibilities:
Policy Development and Oversight:
o Develop, refine, and implement policies related to the 1115 waiver social care networks.
o Oversee and maintain the program's policy manual, and waiver workgroups to ensure current, comprehensive, and effectively guides program operations.
o Identify and elevate critical policy issues and recommend program improvements to leadership.
Staff and Project Management:
o Oversee staff on social care projects, providing guidance, mentorship, and performance management to ensure successful project outcomes.
o Manage project timelines, resources, and deliverables for social care initiatives.
o Foster a collaborative and productive team environment.
Stakeholder Engagement and Collaboration:
o Work directly with Managed Care Organizations (MCOs) to ensure their effective participation in the 1115 waiver.
o Engage with a diverse range of stakeholders to foster collaboration and share insights on health-related social care programming.
o Cultivate strong working relationships with internal and external partners to advance program goals.
Program Management and Reporting:
o Oversee the unit's complaints and feedback procedure, ensuring timely and effective resolution.
o Track and report on key milestones, program changes, and emerging issues to leadership.
o Monitor and support Value Based Payment (VBP) social care interventions.
o Oversee Managed Care Plan reporting related to social care initiatives.
o Manage and report on ""in lieu of services"" initiatives addressing health-related social needs.
Strategic Initiatives:
o Contribute to the strategic direction of the Social Determinants of Health Unit.
o Identify opportunities for innovation and program enhancement in the social care landscape.
Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Redesign Analyst 2, Grade 23, OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Medicaid Redesign Analyst 2, Grade 23, under Section 52.6, 70.1 or 70.4 of the Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent service or 55-b/55-c service as a Medicaid Redesign Analyst 1.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Medicaid Redesign Analyst 1. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.
HELPS quals:
Seven years of experience in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Preferred Qualifications: Preferred qualification include experience with Managed Care organizations and project implementation
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
