Job Specifics

Duties Description This incumbent will lead State Provider Tax Revenue Collections and Policy within the Bureau of Public Hospital Reimbursement & Health Care Revenue (PHR & HCR) within OHIP’s Division of Finance and Rate Setting (DFRS) in the tracking, analyzing, auditing, and forecasting of HCRA, the Health Facility Cash Assessment Program (HFCAP), the State's Managed Care Tax and other Medicaid programs.

HCRA and HFCAP are a major component of New York State´s Health Care financing laws which governs hospital reimbursement methodologies and targets funding for a multitude of health care initiatives. These laws require that certain third-party payors and providers of health care services participate in the funding of these initiatives through the submission of authorized surcharges and assessments.

The incumbent will perform high-level analysis to identify audit trends and financial impacts within HCRA, HFCAP, DSH and PHR. The incumbent will also interact and collaborate with rate setting, fiscal management, legal affairs, and program staff within the Department as well as other state agencies, consultants, state auditors, the State’s Office of the Pool Administrator, and hospital Chief Financial Officers that interact with the PHR, DSH, HCRA, HFCAP programs. Further, the incumbent will often be tasked with developing deliverables and occasionally presenting materials with executive staff in OHIP, the Division of the Budget (DOB), and the Governor’s Office. Oversight duties include leading a Bureau to:

• Track, analyze, and project program revenue on a monthly basis;
• Process and review audit reports;
• Managed the audit and processing contracts for the HCRA, HFCAP, and other provider taxes;
• Calculate sound and accurate rates for the State's annual Covered Lives Assessment (CLA) and Managed Care Tax

Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Health Care Financing Program Manager 1; OR New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer under to a Health Care Financing Program Manager 1 under Section 52.6 of the Civil Service Law.

Non-Competitive Candidates via NY HELPS Program:
A bachelor's degree and four years professional* experience in finance. One year of this experience must be in the management and supervision of health care financing, including any of the following: health care facility reimbursement, managed care capitation models, health care fiscal analysis, or health care fiscal policy development. This one year must include making policy recommendations regarding health care financing mechanisms and must include the oversight of staff who have supervisory responsibilities for professional staff. *Clerical or secretarial experience will not be considered qualifying.

*Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Strong leadership and critical thinking skills, exceptional analytical skills with Microsoft Excel, ability to solve problems independently, and knowledge in performing financial, statistical and database analysis. Professional work experience should include knowledge of NYS Medicaid policy and rate setting. The candidate should have the ability to interact and collaborate with other Medicaid-related State Agencies, as well as the Division of the Budget and Centers for Medicare & Medicaid Services. Additionally, an understanding of eMedNY, the Medicaid Data Warehouse (MDW), Salient, and Microsoft Office applications is preferred.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
