Job Specifics

Duties Description Incumbent supervises division directors, provides oversight and direction, monitors assigned tasks to ensure each is completed within established timeframes and guidelines, and is responsible for formulating and implementing policy for the following program areas: Budget and Finance, Contract Procurement Unit, Facilities Planning, Food & Nutritional Services, Human Resources, Pre-Employment Investigations, Recruitment & Candidate Management, Support Operations, and the Training Academy.

Perform the following duties for assigned program areas:

• Serves as a member of the Commissioner’s Executive Team in the absence of the Deputy Commissioner.
• Plans and monitors assigned programs, identifies trends, and prepares short- and long-term plans.
• Develops, implements, and updates policies and procedures to improve operations.
• Prepares reports for the Deputy Commissioner for Administrative Services on all visits to correctional facilities and jointly sponsored meetings and seminars, including evaluations and recommendations.
• Directs analysis and makes recommendations to align staffing and program goals with Department strategic plan, vision, and legislative mandates.
• Conducts research and summarize findings in memos, reports, and correspondence.
• Directs the study and evaluation of program effectiveness through surveys, reports, audits, and discussions with program managers and stakeholders.
• Directs special projects from Executive staff and makes recommendations to resolve Agency challenges.
• Advises Executive staff on legal, policy, and legislative matters affecting Agency operations.
• Represents the Executive team in meetings on programs and initiatives overseen.
• Provides direction and support to the Bureau of Labor Relations, in the absence of the Deputy Commissioner.

Minimum Qualifications Preferred Qualifications:

• Associates Degree or higher from an accredited college or university.
• A minimum of eight (8) years of experience in professional level human resources related field or budgeting analysis/financial management.
• Supervision of large scale operation within a public sector or governmental environment.
• Proven ability to interpret and apply Civil Service law, rules, policies and collective bargaining agreements.
• The ability to communicate complex issues clearly and effectively to diverse stakeholders, including executive leadership and external partners.
• Sound judgement and ability to manage sensitive and confidential matters with discretion, integrity and professionalism.
• Strong interpersonal, oral and written communication and organizational skills .
• The position requires that the individual qualify as a Peace Officer within one year of appointment.
• All candidates must be qualified to hold such office and must be a U.S. Citizen. New York State residency is not required to apply for the position; however, it is required to be appointed to the position.
