Job Specifics
Duties Description OMH has recently formulated and released the “Maternal Mental Health Recommendations Report” and is expanding its implementation of the Psychiatric Collaborative Care Model (CoCM) into maternal mental health through new programs in obstetrics/gynecology (OB/GYN) and family medicine practices across New York State. CoCM is the most evidence-based model for integrating behavioral health services into physical health care settings. In the perinatal population, implementation of CoCM is associated with reductions in depression severity and increases in depression remission, which result from higher rates of perinatal depression screening and treatment from obstetric clinicians. Because untreated depression in a pregnant person poses significant risks to the health of the baby such as premature birth, low birth weight, and future behavioral disturbances, this initiative is core to OMH’s mental health prevention efforts. This initiative further supports OMH’s mission at large through the coordination and provision of evidence-based, treatment-to-target integrated care to patients.
The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Office of Prevention and Health Initiatives (OPHI). Under the direction of the Implementation Specialist, the incumbent will support the implementation of a growing portfolio of maternal mental health initiatives designed to protect, promote, and maintain the mental health and well being of all birthing persons in New York across the lifespan with particular focus on addressing structural inequalities that disproportionately affect specific populations.
This position will:
· Provide operational, strategic planning, and project management support.
· Analyze, interpret, and evaluate information from multiple sources.
· Prepare summary presentations and narrative documents including recommendations to support consensus decision making.
· Lead in person meetings and virtual webinars.
· Contribute to guidance development in support of OMH policy, using available evidence.
Specific duties to be performed may include, but are not limited to, the following:
· Planning, facilitating, and summarizing work group meetings with subject matter experts and maintaining ongoing communication to identify and track action items to drive towards outcomes.
· Identifying and synthesizing (qualitative and quantitative) information to inform the development of policy and implementation of maternal mental health programs, including outcome measures.
· Maintaining awareness of relevant data sources and provide technical assistance to staff to maximize use for data driven decision making.
· Tracking project deliverables in the MMH Recommendations Tracker ensuring that all documentation is accurate, complete, and saved on the SharePoint.
· Supporting operational needs as they might arise (e.g., recruitment and retention activities or travel approvals).
· Preparing PowerPoint presentations and talking points for OMH leadership to use at various speaking/public engagements.
Minimum Qualifications Non-competitive (NYHELPS):
A bachelor's degree in biology and all sub-specialties of biology relating to human biology, child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three* years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.
*A master's degree in biology and all sub-specialties of biology relating to human biology, child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
Transfer Opportunity:
Candidates must have permanent competitive or 55b/c status as a Mental Health Program Specialist 2, Grade 23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law to the Mental Health Program Specialist 2 title; Transfer candidates must also possess a bachelor’s or higher degree in a qualifying degree field* listed above.
Preferred Qualifications:
Experience with data visualization and strong analytical, written and verbal communication skills.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
