Job Specifics
Duties Description Under the supervision of Human Resources Specialist 2 (Labor Relations), Human Resources Specialist 1 (Labor Relations) will perform a wide range of duties in the administration of the employee and labor relations program. Essential functions may include, but are not limited to:
• Provides technical advice and assistance to management regarding the interpretation and application of negotiated agreements, Civil Service Law, Department policies and procedures. Also provides assistance in counseling employees, disciplinary process, grievance process, and analyzes employee workplace issues.
• Conducts disciplinary investigations, interviews witnesses, gathers evidence, reviews applicable policies and documents, consults with supervisors and managers, conducts interrogations, writes Notices of Discipline and proposes penalties. Prepares draft settlements, reviews and discusses settlements with management and unions, conducts Agency Level Meetings.
• Represents Department at arbitration, hearings, and other matters. Prepares witnesses to testify, prepares evidence and case, conducts direct examination and cross- examination of witnesses, writes Closing Briefs.
• Assists managers with grievance process, which includes all the steps as outlined in the contract. Provides supporting documentation and information to OER for Step three grievances.
• Assists and/or facilitates the discussion and resolution of labor/management issues through both informal discussions and formal committees.
• Assists and/or conduct supervisor training in Employee Relations matters, such as counseling and discipline for work performance, attendance and behavior issues; the disciplinary process; and grievances.
• Be the primary contact and oversee the administration of the Workplace Violence Prevention Program.
• Assist and/or administer special programs such as Workplace Violence and Domestic Violence Prevention, CDL, ADID, and others.

Minimum Qualifications FOR PERMANENT APPOINTMENT VIA ELIGIBLE LIST APPOINTMENT, REASSIGNMENT, REINSTATEMENT, OR TRANSFER:
Candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment, reinstatement, or transfer in accordance with Civil Service Law.
NOTE: Consecutive transfers resulting in an advancement of more than two salary grades are not permitted under Civil Service Law.

FOR PERMANENT NON-COMPETITIVE APPOINTMENT VIA *NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Human Resources Specialist Trainee 1 (Labor Relations), NS=SG-14
Four years of labor relations experience, which includes directing the implementation of collective bargaining agreements; representing a company in negotiations; and directing or participating in labor management committees; providing expert advice and assistance to program managers and supervisors in disciplinary matters; and reviewing and evaluating policies and procedures.
Substitution: An associate degree** may substitute for two years of experience; a bachelor’s degree** may substitute for four years of experience; a master’s degree** may substitute for five years of experience; and a doctorate** may substitute for six years of experience.
Human Resources Specialist Trainee 2 (Labor Relations), NS=SG-16
Five years of labor relations experience, which includes directing the implementation of collective bargaining agreements; representing a company in negotiations; and directing or participating in labor management committees; providing expert advice and assistance to program managers and supervisors in disciplinary matters; and reviewing and evaluating policies and procedures.
Substitution: An associate degree** may substitute for two years of experience; a bachelor’s degree** may substitute for four years of experience; a master’s degree** may substitute for five years of experience; and a doctorate** may substitute for six years of experience.
Human Resources Specialist 1 (Labor Relations), SG-18
Six years of labor relations experience, which includes directing the implementation of collective bargaining agreements; representing a company in negotiations; and directing or participating in labor management committees; providing expert advice and assistance to program managers and supervisors in disciplinary matters; and reviewing and evaluating policies and procedures.
Substitution: An associate degree** may substitute for two years of experience; a bachelor’s degree** may substitute for four years of experience; a master’s degree** may substitute for five years of experience; and a doctorate** may substitute for six years of experience.
Note: If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
*For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Included below is a breakdown of the salary at each level of the traineeship.
Approved Salary Ranges:
- Human Resources Specialist Trainee 1 (Labor Relations), SG-14 - $ 56,655 - $ 70,869
- Human Resources Specialist Trainee 2 (Labor Relations), SG-16 - $ 63,180-$ 78,680
- Human Resources Specialist 1 (Labor Relations), SG-18 - $67,119 -$83,286
If you are appointed as a Human Resources Specialist Trainee 1 (Labor Relations) or Human Resources Specialist Trainee 2 (Labor Relations), you would participate in a traineeship. At the successful conclusion of your traineeship, you would advance without further examination to Human Resources Specialist 1 (Labor Relations), Grade 18.
