Job Specifics

Duties Description Under the supervision of the Park Director, this Park Manager 1 at Hempstead Lake State Park, will act as second in command of all park operations, events, and activities in the facility; assist with administrative duties, as well as other duties as required.

Duties include but are not limited to:
• Assist the Park Director with planning and coordinating all operations, activities, and special events in the park.
• Coordinate with Regional Maintenance, Engineering, and contractors to oversee park improvement projects.
• Work closely with park staff, concession management, police, fire, and ambulance services to ensure prompt and effective responses to emergencies.
• Oversee compliance with all policies, procedures and reporting including personnel, revenue, payroll, purchasing, hiring and audit programs of all state and concession operations.
• Actively and effectively inspect and monitor concession operations to ensure established park standards are being met.
• Supervise directly or indirectly staff development, mandatory training, affirmative action, monitor employee performance, evaluations, and corrective measures including fair and appropriate application of disciplinary procedures.
• Communicate regularly and work with the Park Director to ensure routine park operations standards are maintained.
• Direct the operations of several revenue producing facilities & special recreational programs; train and deploy staff; Identify problems and initiate corrective action as needed.
• Initiate, monitor, and review written communications for compliance, accuracy, timeliness, and conciseness. Ex. schedules, revenue reports, budgets, etc.
• Implement the training of staff in the standard procedures governing park and maintenance operations, equipment operation, and safety. Regularly follow up with staff to ensure that standard procedures are adhered to, and that work proceeds in a safe and efficient fashion.
• In the absence of the Park Director, this position will be expected to direct park wide operations initiate and oversee special events, programs, and training projects in the park or for the agency.
• Oversee and supervise park maintenance operations and grounds maintenance, park projects, landscaping, road and fence repair, building maintenance, snow removal, grass mowers, chain saw and tractor operations, motor equipment maintenance, recommend, perform skilled trades maintenance, oversee health and safety, and monthly equipment inspections.

Minimum Qualifications NY HELPS QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. six years of experience** working in a park, recreational facility, or campus* in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience;

Or 2. a bachelor's or higher-level degree*** in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus* as described in any of the functional areas listed in option 1 above.

Examples of non-qualifying experience include but are not limited to working at a gym, ski area/resort, and sport stadiums.

Examples of non-qualifying degrees include but are not limited to accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.

SUBSTITUTION: An associate degree*** in a related field can substitute for two years of specialized experience; a bachelor’s degree*** in a related field can substitute for four years of experience; a master’s degree*** in a related field can substitute for five years of experience; and a doctorate*** in a related field can substitute for six years of experience.

*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.

***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. ELIGIBLE LIST QUALIFICATIONS:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.

Transfer Opportunity: Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Reassignment Qualifications:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Manager 1, SG-18.

*Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

Additional Comments OPERATIONAL NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.

SALARY INFORMATION:
The hiring rate listed combines the statutory hiring rate for PS&T Grade 18 ($66,951) with the Downstate Adjustment ($4,000). Similarly, the job rate posted is a combination of the statutory job rate ($85,138) and the Downstate Adjustment ($4,000).
