Job Specifics
Duties Description NYSIF is seeking a qualified individual to join a dynamic and growing team! Under the direction of the Deputy Communications Director, the incumbent will be responsible for supporting and enhancing NYSIF’s external and internal and communications.
Responsibilities include, but are not limited to:
• Drafts content for agency newsletters and publications both internal and external.
• Drafts content to support multiple social media platforms.
• Writes, edits, and prepares informational materials such as press releases, briefings, brochures, and other publications.
• Drafts news releases, talking points, scripts, and other informational materials.
• Proofreads, rewrites, and edits documents submitted by others for style, content, and conformity to agency standards and policy.
• Assists with planning for publication design including recommendations for layout and graphics consistent with branding guidelines in collaboration with creative team.
• May prepare layouts and headlines, images and captions. Participate in various activities related to or in support of an agency’s public information program.
• May conduct advance work/tours in advance of and prepare displays for use at fairs, conferences, conventions, seminars, and training sessions.
• Designs, assists in the design, or arranges for the design, set up, staffing, and operation of displays and exhibits.
• Assists with communication logistics for press conferences, seminars, public hearings, and other informational gatherings by securing speakers, creating agenda, preparing invitation lists, administering physical arrangements, preparing publicity materials and supplying the media with information.
• Coordinates public appearances for agency staff to explain programs and initiatives and to gain stakeholder support for agency activities.
• Coordinates agency responses to inquiries received through various channels, including social media.
• Monitors and tracks feedback related to agency programs and initiatives in digital environments and posts appropriate response.
• Reviews work in progress and upon completion for adherence to instructions,
appropriateness of style and treatment, accuracy of content and grammar. • Periodically reviews materials issued by the agency and recommends changes in subject matter, format and distribution method.
• Work with supervisors or program staff to evaluate the effectiveness of communications; may analyze internal agency input or external customer input collected through surveys, focus groups, or interviews.
Minimum Qualifications For appointment via NY HELPS:
• Seven years of experience* in public or governmental relations, and/or in writing or producing content for various media.
*An associate's degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing can substitute for two years of specialized experience; a bachelor's in these fields can substitute for four years; and a master's degree in these fields can substitute for an additional year of specialized experience.
For competitive appointment:
• Transfer: Current New York State employee with one year of permanent competitive class service in a title eligible for transfer under Section 70.1 of Civil Service Law. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Eligible titles include, but are not limited to: Assoc. Engineering Research Editor.

• Ability to multi-task and contribute to multiple projects from start to conclusion on time.
• Ability to initiate and maintain relationships across a diverse set of stakeholders.
• Ability to work both in a team-oriented, collaborative environment and independently.
• Experience in customer service and customer-centered approaches to written and digital marketing communication.
• Experience converting technical jargon into plain language for external Customers.
• Government agency press office, constituent services, or public facing customer communications experience is preferred.
• Prior newsletter and external publication content and/or multimedia design experience.

Additional Comments For candidates new to NYS, the starting salary for this position will be the bottom of the range displayed and is not subject to negotiation. For candidates that are current NYS employees, salaries are calculated in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
