Job Specifics
Duties Description Working in the Division of Operations' Bureau of Design & Construction, this position serves as a Project Engineer of a major construction project or of a group of smaller construction projects. Incumbent plans, designs, inspects, and prepares contract documents and estimates for and supervises the construction and maintenance of a wide variety of facilities including requisite water and wastewater treatment, bridges, drainage structures, dams, levees, flood pump stations, buildings, fish hatcheries, wildlife facilities, roads and trails. Under the general direction of a higher-level licensed professional engineer, incumbent manages large construction projects and inspection initiatives and/or supervises lower-level staff involved in the design and/or construction of various projects. Incumbent may also be responsible for reviewing projects for compliance with applicable codes including the NYS Building Code.
Will be required to conduct statewide field investigations and independently obtain all information required to complete project designs. This includes surveying, testing, structural and safety analysis. Incumbent performs analysis and design in areas relating to structural, mechanical, hydrologic, hydraulic and geotechnical engineering, with the use of AutoCAD, GIS and engineering software. They prepare design reports and technical documents to obtain regulatory approval, cost analyses, project estimates and schedules, contract documents for public bidding, bid review and award recommendations. Incumbent provides construction assistance, submittal review and interpretation of plans & specifications. The individual must be capable of providing clear verbal and written direction to office and field staff and when interacting with consultants. A background in project management, dam safety and dam design is highly preferred.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Minimum qualifications:
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities.
Candidates may also be appointed via the following if applicable:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and eligible to transfer in accordance with Civil Service law.
or
55b/c Eligible – Candidates must meet the minimum qualifications above and include with their resume or application, a copy of the letter from the Department of Civil Service which indicates their approval for the 55 b/c program.
Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer or are applying under the NY HELPS or 55 b/c programs cannot be considered.
Additional Comments *The starting salary for this position is $98,298. This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location.
The job rate for this position is $122,252. This amount is comprised of the base salary of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Travel may be required.
