Duties Description The State University of New York (SUNY) System Administration Budget Office seeks a Senior Fiscal Analyst who will contribute to the general budgetary and administrative oversight of SUNY's 29 State-operated campuses, five Statutory Colleges, and three Teaching Hospitals. The State University of New York is the largest comprehensive public university system in the nation, consisting of nearly 400,000 students on 64 campuses, including 30 community colleges, 29 State-operated institutions, five statutory colleges at Cornell and Alfred Ceramics, and three academic medical centers.
The Senior Fiscal Analyst for State-operated campuses within the office of Budget will manage the external reporting and oversee the internal reporting of the SUNY four-year campuses and their associated components, as well as, supporting the implementation, monitoring, and day-to-day operations of the financial activities. Responsibilities include, but are not limited to, aiding the Assistant Budget Director with the review, analysis, and implementation of annual operating budgets on both an allocation and cash basis, ongoing oversight of the campuses fiscal condition, assisting in annual revenue projection exercises and ongoing review, and working directly with other departments within System Administration to provide guidance on various State and SUNY policies and procedures. Additionally, the successful candidate will assist with ensuring adherence to State laws, SUNY regulations, as well as State and SUNY initiatives.
The incumbent will report directly to the Assistant Budget Director and work with the entirety of the System Administration Budget Office to meet the budgetary and financial needs of the SUNY System. In addition, the position will be expected to work closely with other offices within SUNY System Administration to prepare and effectuate budgetary requests, meet reporting requirements, and respond to ad hoc questions from campuses, Senior Leadership, Board of Trustees, and outside entities.
The Senior Fiscal Analyst, with direction from and in conjunction with the Assistant Budget Director, will be responsible for:
- Managing existing, and creating new, external reports to support ongoing monitoring efforts and ad hoc data requests,
- Oversee existing, and creating new, internal reports to support ongoing monitoring efforts and ad hoc data requests,
- Leading campus initial revenue projections, as well as, the mid-year update,
- Completing salary projections for the annual Financial Plan,
- Assisting with the review and analysis of campuses' budgetary submissions on both a cash and allocation basis,
- Supporting the ongoing operations of campus budgets, including but not limited to, allocation and cash monitoring, engagement with outside entities to effectuate appropriate transfers, and working directly with campus staff and other members of the Budget Office to find solutions to potential challenges,
- Assisting with the review and analysis of campuses' mandatory fees, inclusive of course based fees and Broad Based fees,
- Assisting with creation of the annual Financial Plan, provided to campuses to inform and assist in creating their campus budget and departmental allocation request,
- Reviewing, analyzing, and summarizing annual legislative bills and other documentation to inform the strategic direction of System Administration and the SUNY System,
- Providing guidance to State-operated campus and Statutory College representatives on State law and SUNY policy and regulations in budgetary and fiscal areas,
- Assisting with presentations on complex fiscal issues to audiences that may, or may not, have a fiscal background,
- Ensuring adherence to, and promotion of, high standards of ethical conduct, compliance with all applicable laws and regulations, and appropriate financial oversight and controls, and,
- Other duties as assigned.
Minimum Qualifications Required Qualifications:
- Bachelor's degree.
- Three to five years of budgeting or financial responsibility preferred.
- Data collection, manipulation, and analytical skills are required.
- Proficiency with Microsoft Excel.
- Strong verbal and written communication skills.
Additional Comments - Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $70,000-$80,000 annually.
- State Title: Associate for University Financial Analysis (Grade MP4) and is a Management Confidential position.
