Duties Description The State University of New York (SUNY) System Administration, located in Albany, NY, seeks a Capital Project Planning Manager. Reporting to the Director of Facilities at SUNY Plaza, the Capital Project Planning Manager will be responsible for planning, developing, managing, and executing construction projects that will improve the facility. The Capital Project Planning Manager will work with the Director of Facilities, the State University Construction Fund, architects, engineers, on-campus departments, and other contractors and individuals, focusing on SUNY Plaza requirements, project budgets and schedules. The Capital Project Planning Manager will concentrate efforts to minimize the impact of construction on facility operations, anticipate potential problems and work to head them off by reviewing schedules and maintaining communication with all entities. The incumbent will run job meetings, review all documents, confirm accuracy of minutes of project meetings, and accept all project closeout information and documentation. The Capital Project Planning Manager will also document and develop options for space allocation to meet departmental needs throughout the building; and coordinate the selection, purchase and installation of furniture and office equipment for capital projects.

Duties and Responsibilities:

- Coordinate with SUNY Plaza Departments and with the State University Construction Fund, Architects, Engineers, through the programming, development, design, and construction of capital projects. Maintain attention to the following principles in developing and executing these projects:
- Develop all projects from the maintenance perspective. Focus on developing projects that are easy to operate and maintain and lower operating costs.
- Work with Plaza Operations and SUNY Plaza personnel to provide the best possible facility for their needs within space guidelines and budget allocated for the project.
- Review the need and coordinate all FFE requirements for all projects.
- Review Plaza Operation needs for each project such as adequate custodial storage and mechanical space requirements.
- Arrange and attend meetings, review documents, and confirm, accuracy of minutes of all project meetings.
- Provide weekly updates to project status including changes to schedule dates, important milestones, or other issues of information important to Plaza Operations.
- Assure projects meet the requirements for NYS building codes, energy codes, ADA Guidelines and SUNY's MWBE and SV goals.

Minimum Qualifications Required Qualifications:

Education:

- A bachelor's degree in architecture, engineering, construction management, or a related field is required.
- Minimum 4 years of experience in project management, construction supervision, or related field is required, 8 years preferred.
- Experience in development of architectural project packages is required.
- Experience in development of accurate documentation of as-builts and underground utilities.

Required:

- Broad knowledge of current construction practices, methods and materials, understanding of major building systems and how they function.
- General knowledge of New York State building codes, National Electric Code, NFPA, and other applicable codes, and/or the ability to successfully research concerns related to these codes.
- Ability to read, interpret, and develop construction drawings and specifications, and construction contracts.
- Ability to interpret material testing and sampling reports and understand how these reports influence the quality of materials which are installed on projects.
- Familiarity with particular environmental laws or concerns, which could impact construction.
- Excellent interpersonal communication skills; ability to communicate clearly and concisely both written and verbally.
- Organizational skills and ability to handle multiple tasks at one time.
- Ability to anticipate potential problems; be proactive rather than reactive.
- A positive and productive attitude toward the workplace.
- Working knowledge of the techniques and methods used for construction scheduling.

Preferred:

- Architecture license and/or Professional Engineering license.
- Project Management Professional certification.
- NYS Certified Code Enforcement or Building Safety Inspector certification or ability to acquire within 12 months of start date.
- OSHA 30 certification.
- Experience working with the State University Construction Fund.
- Familiarity with New York State procurement laws and regulations.
- Relevant experience in higher education or similarly complex organizations.
- Familiarity with SUCF DOB Priorities, B1184 requests
- Ability to navigate OGS Commodities Contracts

Additional Comments Additional Information:

- Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $83,000-$105,000 annually.
- The state title for this position is Associate Facilities Program Coordinator (SL-4) and is part of the United University Professions Union.
- Occasional travel as needed.
