Job Specifics
Duties Description Second supervisory level: supervises and serves as a member of work crews at multiple locations, engaged in the improvement, repair, construction, and maintenance of buildings and other regional infrastructure. Oversees crews working on several diverse projects, including the maintenance, rehabilitation, improvement, or construction, either by contract or Department of Environmental Conservation personnel, of facilities, buildings, trail systems, or recreation facilities. Assists a Conservation Operations Supervisor 3 within a working circle and directs all maintenance activities within an assigned area or project of the working circle. Provides instructions to lower-level staff on project priorities, work schedules, equipment needs and health and safety issues. Purchases, distributes, and maintains inventories of supplies and equipment. Travels within a geographical area observing work in progress and completed for adherence to schedules, industry standards, and regulatory compliance. Operates a variety of power tools and equipment. Ensures that assignments are completed safely and effectively. Operates and transports heavy equipment as needed. Performs minor equipment maintenance tasks. Trains and coordinates activities of seasonal and/or volunteer staff.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotion:
You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).
Open Competitive:
Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work.
Or 2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.
Individuals may also be eligible via the following:
Reassignment Eligible - Currently in the title and an employee of DEC.
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law.
Must have a Class B CDL or obtain one within 12 months of appointment.
Additional Comments Actual work schedule, duties and travel requirements may vary and will be discussed at the interview.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must obtain a Class B CDL within 12 months of appointment with appropriate endorsements and no air brake restriction.
Will be subject to the Federal Omnibus Transportation Employee Testing Act (OTETA) of 1991, which requires employee testing for drug and alcohol abuse.
Must be able to lift and move objects up to 35 pounds.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
