Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a Business Analyst Lead or Project Manager, the IES Business Analyst will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will perform hands-on business analysis activities throughout the assigned Program Area lifecycle. The incumbent will be responsible for eliciting, analyzing, documenting, and validating requirements for IES, which simplifies the delivery of health and human services (Medicaid, SNAP, PA, HEAP, Child Care) to NYS residents. This role focuses on the production of high-quality artifacts and ensuring requirements are testable and within scope.?
Duties include but are not limited to the following:
• Requirements Elicitation & Analysis:?Conduct stakeholder interviews and workshops to gather and document business requirements, user stories, and acceptance criteria.
• Documentation:?Create as-is and to-be business process models, flowcharts, functional specifications, and user stories.
• Liaison Duties:?Act as a liaison between program stakeholders, subject matter experts (SMEs), and technical teams to ensure clear understanding of requirements.
• Artifact Quality Control:?Ensure all documentation adheres to the project’s standards for quality, clarity, and traceability (e.g., using Blueprint).
• Collaboration:?Work with Quality Assurance (QA) and Technology teams to ensure requirements are testable and align with the system design.
• Support & Testing:?Assist in User Acceptance Testing (UAT), analyze defects, and assist in validating fixes against business requirements.
• Reporting:?Keep project leadership informed of progress, risks, and issues related to assigned tasks.
• System Knowledge:?Develop a deep understanding of the business processes and system solutions within the assigned IES Program Area.?
Minimum Qualifications Minimum Qualifications:
Four (4) years of experience in business analysis of information technology projects or a related field.
A Bachelor’s Degree in Information Technology or Business Administration, or related field can substitute for 2 years of experience.
A master’s degree can substitute for an additional year of experience.
Preferred Qualifications:
• Experience in Human Service programs (e.g., SNAP, HEAP, PA, Child Care).
• Experience using Blueprint Requirements Management Tool.
• Experience in Agile development environments.
• Strong analytical, problem-solving, and documentation skills. Ability to work independently and as part of a team.
• Excellent communication skills, both written and verbal.
