Duties Description Have you spent time or your career designing complex graphics and digital art? Do you enjoy the process of making a viral and trending TikTok? The New York State Division of Human Rights is seeking an innovative and forward-thinking creative specialist to join our team.
The ideal candidate will be responsible for developing and executing a wide range of digital materials to enhance the agency's brand, engage stakeholders, educate the public about civil rights protections, and promote our initiatives. This role requires a strong understanding of visual communication, digital platforms, and strategic messaging.
Our Communications Unit is looking for someone who is easy-going, flexible with assignments and able to prioritize projects, excited about the opportunity to hone their craft, and looking to create the Division’s next viral moment. The candidate selected for this role must be willing to travel.
DUTIES AND RESPONSIBILITIES:
• Graphic Creation: Design compelling visual assets for various platforms, including social media, websites, newsletters, flyers, posters, and handouts, ensuring brand consistency and aesthetic appeal.
• Social Media Management: Develop and schedule engaging content for the agency's social media channels, monitor engagement, and optimize postings per platform. Have an understanding of analytical reporting.
• Newsletter and Email Marketing: Assist in creating and distributing regular newsletters and targeted email campaigns to various audiences, ensuring clear and effective communication.
• Video Production: Produce, film, and edit both short-form (ex: Instagram Reels, TikToks) and long-form (ex: YouTube, produced videos) video content for promotional, informational, and educational purposes, from concept development and storyboarding to final editing.
• Production Knowledge: Possess knowledge of video production equipment (e.g., cameras, lighting, microphones) and staging techniques to ensure high-quality video output for various settings.
• Web Design and Content Management: Contribute to the design, development, and maintenance of the agency's website, ensuring content is up-to-date, user-friendly, and visually appealing.
• Presentation Building: Develop professional and impactful presentations for internal and external stakeholders, utilizing strong visual design and clear messaging.
• Digital Strategy: Collaborate on the development and implementation of digital communication strategies to achieve agency goals, integrating various communication channels effectively.
• Marketing and Branding: Support the agency's marketing and branding efforts by ensuring all communications align with established brand guidelines and contribute to a cohesive brand identity.
• Merchandise Creation: Assist in the design and development of branded merchandise for promotional events and giveaways.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
Promotion: Current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service as an Audiovisual Production Specialist, Graphic Designer 1, Photographer 3, or Audiovisual Training and Production Specialist.
Non-Competitive Minimum Qualifications: Six years of experience in producing multimedia communication projects using elements of audiovisual production, or graphic design for web, or graphic design for print; OR, bachelor's degree in video and/or TV and/or film production, web interface design, graphic design, communications design, or a closely related field and two years of experience as listed above.
Preferred Qualifications:
• Proven experience in graphic design software (e.g., Adobe Creative Suite: InDesign, Photoshop, Acrobat Pro, Canva).
• Demonstrated experience in social media management and content creation (Facebook, Instagram, LinkedIn, Twitter (X), Threads).
• Proficiency in video editing software and techniques.
• Excellent written and verbal communication skills.
• Ability to manage multiple projects simultaneously and meet deadlines.
• Ability to translate complex topics, including laws and policies, into clear and engaging visual content.
• Strong attention to detail and a commitment to producing high-quality work.
• Experience with presentation software (e.g., PowerPoint, Google Slides).
• Knowledge of marketing and branding principles.
• Understanding of email marketing platforms and best practices.
• Experience with web content management systems and basic web design principles.
• Knowledge of the process of developing and implementing paid media campaigns.
• Proficiency in the Spanish language.
• Valid driver’s license.
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
