Job Specifics

Duties Description Major Function: Communications & Marketing
Create strategic communications and marketing plans that promote the NYS Department of Health (DOH) Office of Health Insurance Programs (OHIP)/Medicaid for internal and external audiences. Develop content and coordinate across a variety of platforms/materials, including reports, publications, social media, advertising, and events.
Assist in developing talking points, press statements, and communications supporting OHIP/Medicaid, program priorities, and other communications needs
Work with internal stakeholders within DOH to advance communications and marketing programs through review processes
Manage an overarching project calendar

Major Function: Digital Content
Support ongoing digital content updates across the OHIP/Medicaid web pages
Collaborate with IT partners to ensure websites are updated, consumer-friendly, and accessible
Manage digital seminars, webinars, and other virtual events
Serve as the point person for OHIP digital communications platforms, including social media, text messaging, and email newsletters

Major Function: Project Management
Lead key projects ensuring adherence to DOH processes and policies
Work across programs within OHIP in project planning and coordination
Identify opportunities to share milestones and wins across DOH to foster cross-functional communication

Major Function: Outreach & Events
Identify outreach and partnership opportunities to increase visibility of OHIP/Medicaid
Build and maintain partnership contact database
Identify opportunities to expand partnerships and program visibility
Work closely with other internal outreach teams to highlight OHIP/Medicaid presence at various events (e.g., professional conferences, community/cultural events, job fairs, events hosted by legislators)

Minimum Qualifications Non-Competitive Minimum Qualifications:
Seven years experience in the preparation and distribution of health education or health promotion materials in both print media (e.g. brochures, posters, ads, newsletters) and electronic media (e.g. radio and TV public service announcements, videos, interactive computer programs).

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Competitive Minimum Qualifications:
Current NYS DOH employee with a permanent or contingent-permanent, competitive status as a Health Education Media Specialist 3, G2 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under 70.1 of the NYS Civil Service Law to Health Education Media Specialist 3. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the non-competitive minimum qualifications as seen above or be a current NYS employee with 1 year experience in a permanent or contingent-permanent, competitive status as a Health Education Media Specialist 2.

If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

Preferred Qualifications: 3 – 5 years’ relevant experience in a marketing/communications capacity or similar role
The successful candidate will be highly organized, detail-oriented, and possess strong interpersonal skills for working in a cross-functional team environment.
Effective time management skills to maintain multiple projects with complex details and timelines. Must be able to adapt to changing deadlines and priorities and input from a broad spectrum of stakeholders.
Multi-marketing platform experience, including traditional, social, digital, outdoor, and broadcast.
The ideal candidate must have excellent communication, writing, and editing skills and have familiarity with New York’s public health insurance programs.
Ability to present to various audience types (i.e., professional and consumer) and in various settings (e.g., conferences, meetings, community events and online forums).
Experience in marketing/communications/community outreach in a non-profit, social service, academia, or government organization.
Experience in a Microsoft Office 365 environment using Word, Outlook, Excel, PowerPoint, Teams and SharePoint; experience with popular meeting platform and design software such as Zoom, WebEx, Canva, Adobe.
Must possess a strong understanding of New York State’s diverse population and geographic regions.
Some travel may be required.
Multi-lingual candidate preferred.
This position will report in Albany, NY.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
