Job Specifics

Duties Description The Equal Opportunity Specialist 1 reports directly to the Chief Diversity Officer (CDO), and under their guidance and direction will perform the following, as well as other duties assigned by the CDO:

Serve as the agency’s Designee for Reasonable Accommodation (DRA) and makes determinations on requests from clients and employees for reasonable and religious accommodations pursuant to federal and State laws.

Coordinate the implementation of diversity and inclusion efforts for the Department of Environmental Conservation, including employee resource groups (ERGs), and serve as the liaison for the agency’s diversity and inclusion coordinators.

Advise agency management on diversity, equity, inclusion, and accessibility (DEIA) matters.

Develop relevant programming to enhance employees’ cultural awareness.

Assist with participation in career fairs and other recruitment events.

Analyze data and produce monthly, quarterly, and annual reports, including demographics, related to agency DEIA initiatives.

Train agency employees on DEIA issues related to employment, and provision of services.

Maintain a working relationship with other NYS agencies, including the Department of Civil Service’s Office of Diversity and Inclusion Management, Office of General Services, and the Chief Disability Office, to stay abreast of DEIA initiatives.

Represent the agency at events, including the annual DEIA Workforce Symposium, Disability Rights Employment Awareness Symposium, and LGBTQ Convening.

May be required to assist with review of personnel actions such as hiring, promotion, and termination to ensure fairness and equity.

Assist with implementation of the agency’s diversity and inclusion strategic plan.

Research, compile, and analyze agency data to determine compliance with DEIA and assess areas of underutilization and needed improvements.

May be required to meet with advocacy groups to exchange information on agency equal opportunity policies, procedures, and practices.

Travel may be required at 5%.

Minimum Qualifications Non-competitive Qualifications:

six years of experience* in equal opportunity, diversity and inclusion, or human rights.

*Qualifying experience includes working with organizations concerned with equal
opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Telecommuting may be available, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
