Job Specifics
Duties Description This position is located in the Division of Operations, Bureau of Design & Construction.
Duties are as follows:
• Perform and/or oversee construction supervision and inspection on large building projects to ensure adherence to specifications, contracts, and good work standards.
• Prepare or supervise the preparation of construction reports and expedite the execution of contracts.
• May be reassigned on a temporary basis to any project in the State regardless of location.
• May supervise Assistant or Junior Superintendents of Construction or contractors.
• Perform similar duties for buildings and other structures which include, but are not limited to, dams, bridges, and boat launches.
• May be required to carry equipment over difficult terrain while performing fieldwork.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotional: Must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as an Assistant Superintendent of Construction.
Open Competitive: Must have either 1. an associate's degree in engineering, engineering technology, architecture, architectural technology, or construction technology AND three years of qualifying experience as described below;** Or 2. five years of qualifying experience as described below.**
**Experience assisting in the management of multi-trade construction projects from inception to completion to include cost estimating, construction planning and scheduling; contract document reading and interpretation, including agreement and conditions, plans and specifications; and construction inspection to ensure compliance with building codes for construction projects. Non-Qualifying Experience: Experience in constructing one single-family dwelling.
Candidates may also be appointed via the following, if applicable:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 17 or higher and eligible to transfer in accordance with Civil Service Law.
Additional Comments Actual work schedule, duties and travel requirements may vary and will be discussed at the interview.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 50 pounds.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
