Job Specifics
Duties Description As a Training Specialist 1/Trainee 1/2 within EDGE, the incumbent will design and deliver a variety of training courses that may include job specific and customized training, workplace skills, management and supervisory training, mandatory training courses, and/or personal computer training to Department of Labor employees and partners throughout the state. The incumbent will:
• Support training efforts for the Unemployment Insurance Modernization Project
• Assist in developing curriculum training projects pertaining to unemployment insurance
• Develop curriculum training projects
• Draft training materials, both UI related and unrelated to UI
• Identify training needs and arrange for training of staff
• Participate in discussions/meetings with stakeholders to support new training procedures and solutions
• Assist with development of informational material related to training procedures and solutions
• Incorporate technology and web-based applications in design and delivery of training
• Track and compile training metrics including course attendance and course completion
• Facilitate conferences
• Design and deliver virtual and in-person training utilizing Adult Learning Theory and best practices for learner engagement
• Assist with development of informational and marketing materials
• Effectively utilize technology and software applications to collaborate and create materials and correspondence
• Support agency and office initiatives
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
Training Specialist Trainee 1
Four years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.
Training Specialist Trainee 2
Five years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.
Training Specialist 1
Six years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Your degree must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. Competitive Minimum Qualifications:
55b/c QUALIFICATIONS:
This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent-permanent as a Grade 11 or higher determined to be similar by Civil Service.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent or contingent-permanent as a Grade 11 or higher determined to be administrative by Civil Service.
70.4 TRANSFER QUALIFICATIONS:
Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or higher and who has passed the PCO or PATT exam and has a bachelor’s degree* may be eligible for appointment.
*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.
• Experience in unemployment insurance claims and processes, project management, employee training, and workforce development
• Knowledge of instructional design methodologies
• Proficient with video conferencing software (Teams, Zoom, WebEx)
• Strong writing and speaking skills
• Ability to work independently as well as part of a team
• Ability to communicate and provide status updates to leadership, including agency Training Director
• Experience in project management, employee training, and workforce development
• Proficient with Microsoft Office tools and Office 365
• Ability to work independently as well as part of a team
• Ability to communicate and provide status updates to leadership, including Executives Understanding of and experience in human resources in public sector
• Ability to initiate and maintain relationships across a diverse set of stakeholders
• Proven experience in designing and delivering educational or training content.
• Expertise in using Canva, SharePoint, Excel, Camtasia, and various eLearning tools (such as Lectora)
• A proactive approach to using AI to enhance work processes and outcomes.
Additional Comments Candidates with no previous state service will begin at the starting rate of the salary range listed above.
