Job Specifics

Duties Description Provide legal assistance and support to agency program administrators at the policymaking level and prepare legal cases for which there is little precedent and/or which have a major impact on the agency’s mission and program. Analyze legal opinions, briefs and other material; prepare memoranda of law; and confer with administrators or outside parties to legal action in order to mediate, negotiate, or settle legal issues related to the agency’s mission and programs. Draft, review, and/or negotiate contracts on behalf of the agency, which may include providing legal guidance and assistance in the solicitation and procurement of goods and services. Evaluate bills introduced in the legislature, for their impact on agency operations and programs, and may prepare proposed legislation including supporting memorandum. Supervise a group of lower level attorneys either in a specialized area of law in connection with a single agency program or in a more general manner as evidenced by the concern with laws governing a number of agency programs.

Provide legal guidance to the Bureau of Contracts, Bureau of State Expenditures & Office of Operations. Respond to requests from the Office of Unclaimed Funds and external parties. Conduct legal research of statutes, decisions, opinions and other legal sources. Prepare bid protest determinations and review bid protests.

Minimum Qualifications To be appointed to this position, you must:
• Be reachable for appointment on the Associate Attorney eligible list.
OR
• Be eligible for 70.1 or 52.6 transfer with one year of qualifying service in a title approved for transfer.

Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:

• Attorney, admitted to and in good standing with the New York Bar.
• Three years in Grade 25 Senior Attorney.
• Excellent writing, research and communication skills.
• Ability to prioritize work and complete assignments expeditiously.
• Experience in developing and maintaining strong working relationships with internal and external partners.
• Ability to work independently with minimal supervision or assistance to manage a high volume of work and produce a high-quality work product.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
