Job Specifics

Duties Description The Agency Safety & Health Director 1 is responsible for managing, overseeing, and implementing the Hospital’s overall Emergency Management program; responsible to review agency operations and identify and assess occupational hazards; ensure the safety procedures and protocols are incorporated into work practices, including those that require specialized, ongoing training and monitoring. The Agency Safety & Health Director 1 will develop agency safety and health policies strategically to implement safety and health regulations, and collective bargaining agreement provisions affecting safety and health for State agencies. The incumbent will provide direction and guidance in disaster mitigation, preparation, response and recovery. They will conduct disaster drills to ensure hospital staff are properly prepared to handle internal and external disaster events; will work closely with state and local emergency management offices and state and local law enforcement, fire, and EMS. The Agency Safety & Health Director 1 will also be conducting mandatory security and fire safety drills, assessment of response and deficiencies, implementing performance improvement, identifying areas of improvement, liaison with law enforcement and emergency services, risk assessment and security audits, security reports, logs and mandatory documentation as required by the New York State Department of Health, The Joint Commission, and federal statutes. This position fosters a patient care and work environment built on safe work practices and a work environment free from workplace violence and workplace hazards; The Agency Safety & Health Director 1 will chair Environment of Care committee and consult on risk management; provide orientation to all employees regarding Environment of Care, including occupational hazards and Right to Know.

Minimum Qualifications Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade 21 or above, and that is eligible for transfer under Section 70.1 and or 52.6 of the Civil Service Law to Agency Safety & Health Director 1.

Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS employee with one year of permanent competitive or 55-b/55-c service as an Agency Safety and Health Representative 2.

If less than three interested and qualified New York State Department of Health employees serving in the direct-line, lower-level title(s) within the agency apply to this opportunity, the agency may make a non-competitive appointment under the NY HELPS program.

Open Competitive HELPS qualifications: eight years of experience in the development and administration of occupational health and safety programs in an organization of 500 or more employees, or with multiple locations.

Substitution: a bachelor's degree may be used to substitute for four years of the experience.

Preferred Qualifications: The preferred candidate should have an associate’s degree in criminal justice OR four (4) years of experience in police work or public safety; two (2) years of experience working in a hospital or healthcare setting; two (2) years of experience overseeing an Emergency Management Program, one (1) year of which must have been in a Hospital setting; and two (2) years of experience in Environment of Care and Life Safety Programs.

Non-Competitive Promotion: If there are three or fewer qualified candidates interested in the appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Health Helen Hayes Hospital and have one year of permanent competitive service as a Safety and Health Representative 2.

Posted salary range ($90,773 to $112,413) includes a downstate adjustment of $4,000.
