Position Information:
The New York State Department of Agriculture and Markets is seeking a Horticultural Inspector 3 (Industrial Hemp) to work in the Division of Plant Industry in Albany. The Horticultural Inspector 3 (Industrial Hemp) plans and manages all registration, inspection, sampling, response and compliance activities related to industrial hemp production in New York State and serves as the policy lead on all hemp and cannabis issues within the Division of Plant Industry (Division) and the Department of Agriculture and Markets (Department). This position also integrates and coordinates highly complex program policy systems and procedures within the Division and with Federal and State counterparts including the United States Department of Agriculture’s Agricultural Marketing Service (USDA AMS) and New York State Office of Cannabis Management, and will represent the Division, Department, and hemp program to stake holders including growers, municipal officials, and the public. This position also leads the administrative portions of the nursery grower, dealer inspection program, and plant certification program including registration, penalty review, recommendation, and administrative oversight of plant shipments. The Horticultural Inspector 3 (Industrial Hemp) works closely with the Horticultural Inspector 3 Field Operations Manager, Division Director, and Assistant Director to lead the Division and maintain effective continuity of operations.
The Horticultural Inspector 3 (Industrial Hemp) is a full-time position working 37.5 hours per week, Monday-Friday. The position will be based in our Albany office located at 10B Airline Dr., Albany, NY 12235. We are conveniently located near the Albany International Airport and provide ample free parking and a comfortable work environment. Opportunities for telecommuting are available in accordance with the agency’s Telecommuting Program Guidelines.
Minimum Qualifications Minimum Qualifications:
Non-Competitive Minimum Qualifications: A bachelor’s degree in entomology, plant science, horticulture or a closely related field and four years of progressively responsible experience in a federal, State, or local government position with primary responsibility for supervision and/or the implementation and coordination of a major agricultural or horticultural program, initiative, function or special project. One of the three years of experience must include working in audit-based programs, analyzing trends in data and conducting investigations in coordination with regulatory agencies. Four years of specialized experience or an associate’s degree and two years of specialized experience may be substituted for a bachelor’s degree; J.D. or master’s degree in one of the above fields may substitute for one year of specialized experience; Ph.D. in one of the above fields may substitute for two years of specialized experience.
Reassignment Qualifications: You must be a current Department of Agriculture and Markets employee and have one year of permanent, contingent-permanent, or 55 b/c service as a Horticultural Inspector 3 (Industrial Hemp) G-25.
Reinstatement Under Rule 5.4: Applicants may be appointed to this position permanently if they were previous permanent New York State employees who resigned their positions may be reinstated to their former positions, or to positions to which they were eligible for transfer or reassignment without further examination. Employees separated from their positions may be reinstated within one year of the date of their separation. Employees separated from their positions who have also been separated from state service for more than one year may be reinstated upon approval by the state Civil Service Commission.
Additional Comments Salary:
The Horticultural Inspector 3 (Industrial Hemp) position is in the PEF Salary Grade (SG) 25. The starting salary is $96,336/year.
The candidate appointed to the Horticultural Inspector 3 (Hemp), SG-25 position, will be eligible to participate in the New York State Performance Evaluation Program. Through this program, employees receive yearly performance evaluations. Performance advances are payable to PEF employees whose base annual salary is below the job rate for their current position and who were rated "Satisfactory" or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employee's annual salary. Over time, yearly performance advances may lead to the SG-25 job rate salary of $121,413/ year!
