Job Specifics
Duties Description The New York State Office of Mental Health (OMH) is seeking a qualified candidate for the non-competitive position of Equal Opportunity Specialist 2, G-23, in the Office of Diversity & Inclusion. OMH’s Office of Diversity and Inclusion (ODI) works to oversee both diversity and inclusion within OMH’s workforce and within all service delivery systems for the treatment of mental illness.
Specific duties include, but are not limited to, the following:
Collect data and reports, disseminate information, and provide feedback and recommendations to supervisor concerning the development of new service participant initiatives, policy implementation, and the expansion of agency initiatives as they relate to service participant services, cultural competence, and linguistic competence.
Promote the inclusion of people who are current and former users of mental health services in planning, policy implementation, program development, evaluation, monitoring, and related activities.
o Lead OMH workgroups (composed of service participants, providers, family members, county government staff, and the general public) and collaborate in Statewide initiatives to ensure that service participant cultural interests are represented.
o Coordinate with Psychiatric Center and Field Office staff to continue to incorporate cultural competence into Agency services.
Provide technical assistance in support of the provision of consultation and assistance to State facility staff, local government, and provider agency staff on methods for promoting service participant involvement in planning, implementing, and evaluating mental health services.
Aid in the development and implementation of service participant support programs, initiatives, and training within the public mental health system by developing and facilitating cultural and linguistic competence training curriculum to staff and stakeholders at Psychiatric Centers and community-based programs. Evaluate training effectiveness and make suggestions for improvements.
o Convene focus groups, town meetings, work groups, and dialogues to gather feedback and direction from people who use services, and their families, on mental health related issues.
o Provide leadership, guidance, and technical assistance to OMH staff, OMH contract vendors, and key community stakeholders in implementing service participant support projects and initiatives. Develop project proposals; develop outreach and engagement strategies to foster community buy-in; review and modify goals, timelines, strategic plans or deliverables.
o Advocate for service participants and provide expert advice, assistance, and training to ensure case management services include the provision of culturally relevant and inclusive outreach, intake, and mental health services.
Promote awareness of recovery, self-help, and empowerment by disseminating culturally appropriate information to service participants, providers, family members, county government and the general public.
Supervise subordinate staff. Plan work schedules and projects, train employees in work activities, review work activities and reports, assist staff in resolving problems, and prepare and submit required employee performance evaluation.
Minimum Qualifications Candidates must have seven years of qualifying experience in equal opportunity, diversity and inclusion or human rights; OR one year of State service in an equal opportunity, diversity and
inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.
Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.
Substitutions: associate’s degree may substitute for two years; bachelor’s degree for four years; and J.D. or master’s degree for five years.
