Job Specifics

Duties Description • Plan and coordinate a continuous program of construction of new facilities and the rehabilitation and improvement of existing facilities.
• Compile construction programs including descriptions of the project, scope of the work, and spatial requirements for all capital projects.
• Propose capital construction budgets and supplemental construction budgets.
• Prioritize capital projects to meet agency initiatives, legislative requirements, court mandates, and regulatory compliance.
• Monitor and track capital construction project schedules and budget and participate in on-site inspections throughout the lifecycle of the project.
• Assist in the development and management of a comprehensive Capital Master Plan process, including data collection, surveys, development of facility standards.
• Assist in other OCFS divisions in the review of county detention projects for compliance with applicable laws/guidelines.
• Participate in on-call emergency response coordination for physical plant issues.
• Other appropriate duties as assigned.
• Supervise staff as assigned.
• Statewide travel is required.

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.
Provisional Qualifications:
Either 1. seven years of experience planning multi-trade building facility construction projects, or in policy development or planning of multi-trade municipal land use projects;

Or 2. an associate's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and five years of the above qualifying experience;

Or 3. a bachelor's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and three years of the above qualifying experience.

Qualifying Experience: Examples of acceptable experience planning multi-trade facility construction projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Additional Comments Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
