Duties Description The Statewide Financial System (SFS) Portfolio and Project Management Bureau is looking for a motivated Project Manager 1 (trainee) who is ready to launch a meaningful career in the public sector. General responsibilities include:
• Execute Bureau operational business processes
-Follow and execute SFS' prescribed approach to project management and change request management (e.g., migration of code through our system development lifecycle)
• Serve as a Project Manager on assigned projects
-Execute project activities assigned by senior Project Managers to ensure project objectives are met (this may involve working outside of normal business hours)
-Assist in the development and routine maintenance of MS Project schedules
-Assist with documentation and follow ups related to meeting notes, action items and decisions
• Learn, use, and advocate for project management best practices
-Assist in defining and/or identifying updates to project management standards and best practices at SFS
-Assist in developing and identifying needed project management templates to support SFS or customer business processes
• Demonstrate effective scheduling and time management
-Ensure project meetings are planned and managed in line with SFS expectations such as clear communication of each meeting's duration, objectives, action items, and decisions
• Maintain effective, accurate communication with SFS and project leadership via presentations, reports, and meetings
-Ensure communication tools are maintained, accurate, and reflect current project status on a routine basis
• Demonstrate a Commitment to Work Quality
-Routinely takes proactive steps to assess in-progress and completed work for opportunities for improvement and lessons learned
-Perform self-analysis and takes corrective actions when constructive feedback is provided by peers, supervisors, and project leadership
Minimum Qualifications Candidates must be reachable on the Project Manager 1, G-18, Civil Service eligible list OR have one year of permanent competitive service as a Project Manager 1, G-18. Also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Business Systems Analyst 1, G-18; and Information Technology Specialist 2, G-18.

To qualify for an appointment into this traineeship:
1. Current New York State employees, with one year of permanent service in a grade 11 or higher title eligible for transfer under Section, 70.1, 52.6 or 70.4* of the Civil Service Law.
2.Immediately reachable on the PCO eligible lists.
NYHELPS Qualifications:
A bachelor's or higher degree.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

SFS is the organization that manages the enterprise financial
system that supports the business of New York State
government. SFS is an independent entity jointly governed by
the Office of the State Comptroller and the Division of the
Budget.

transactions daily and about $150 billion in payments per year
using Oracle PeopleSoft technology. SFS staff provides extensive
operational support to over 70 NYS agencies and authorities. SFS

the NYS Office of Information Technology Services clusters that
support IT systems across the State.
