Duties Description Under the supervision of the Regional Safety Manager, the incumbent will serve as a first-line supervisor. This role involves a variety of safety, administrative, and supervisory duties throughout the department to ensure a secure environment for both employees and patrons. Duties include, but are not limited to:
• Manage and supervise safety department staff members.
• Prepare and lead various training sessions and safety committee meetings, including but not limited to, CPR, fire safety, and playground safety.
• Oversee the regional safety boot and AED programs. This includes evaluating and distributing boot vouchers, as well as documenting, ordering, and troubleshooting AED units and supplies for the region.
• Coordinate, conduct, and document facility and playground inspections. Assist with annual fire extinguisher inspections for applicable parks.
• Receive, review, and track incident reports using the Accident Reporting System, and assist in investigating both patron and employee accidents.
• Develop safety training materials and “tailgate” safety talks for the region/state.
• Oversee the regional safety budget. Research, order, and track safety-related purchases using the Budget Expenditure Tracking System.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. three years of experience* in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

Or 2. an associate's or higher level degree or 60 college semester credit hours*** AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.*

*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable on the Park Supervisor 1 open-competitive or transition eligible list.

Reassignment Qualifications:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 1 to be eligible for reassignment.

55-b/c Qualifications:
This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be a certified Adult and Pediatric CPR/AED Instructor. Maintaining an active instructor certification is a continuous condition of employment for this role.
