Job Specifics
Duties Description As an Assistant Architect, under the supervision of a registered Architect, you will perform architectural work on building plans and designs. Duties may include but are not limited to the following:
• developing scale drawings, details, estimates, and specifications of large and complex building projects from sketches and studies;
• preparing and reviewing estimates and specifications;
• evaluating and reporting on-site and unit plans, specifications, details, or shop drawings of building construction and equipment;
• preparing plans and designs;
• evaluating designs for renovating or rehabilitating buildings and preparing illustrative material;
• performing technical reviews of consultants’ drawings and related details for compliance with appropriate codes, laws, regulations and standards, as well as functional design features;
• may consult with clients and sponsors by providing technical assistance and guidance on architectural matters;
• may use various computer applications in the performance of your duties.

NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. six years of architectural experience in design or drafting on buildings requiring multi-discipline trade involvement such as heating, plumbing, and electric. This experience must have been under the direction of a registered architect or professional engineer. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;
Or 2. an associate’s degree** in architecture, architectural technology, construction technology, civil engineering technology, or drafting technology with an emphasis on architecture AND four years of architectural design or drafting experience under the direction of a registered architect or professional engineer. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;
Or 3. a four-year bachelor’s degree** in architectural/structural engineering studies AND two years of architectural design or drafting experience under the direction of a registered architect or professional engineer. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;
Or 4. a five-year bachelor's degree** in architectural studies or a master's degree in architectural studies AND one year of architectural design or drafting experience under the direction of a registered architect. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;
Or 5. an Architect’s license, with current registration, from any state or territory of the United States.
*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective June 12, 2025 or later will be addressed with a subsequent cover-in.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service as a Junior Architect, Principal Drafting Technician (all parenthetics), Junior Architectural Estimator, Construction Estimator 1 (Architectural), Assistant Architectural Estimator, or Construction Estimator 2 (Architectural) and have a current Civil Service 55-b/c letter of eligibility.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Assistant Architect; if you have less than one year, you must be reachable on the current an Assistant Architect; eligible list for this location, if one exists.
52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Junior Architect, Principal Drafting Technician (all parenthetics), Junior Architectural Estimator, Construction Estimator 1 (Architectural), Assistant Architectural Estimator, or Construction Estimator 2 (Architectural). If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the exam, if said exam was held within the last four years.
NOTE: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:
Candidates must be a current NYS Office of Parks, Recreation and Historic Preservation employee and have one year or more of permanent, contingent-permanent or 55 b/c service as a Junior Architect, Principal Drafting Technician (all parenthetics), Junior Architectural Estimator, Construction Estimator 1 (Architectural), Assistant Architectural Estimator, or Construction Estimator 2 (Architectural).
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
Additional Comments Salary Information:
Assistant Architect, SG-20: Starting salary (PEF) 101,673 (The starting salary indicated combines the statutory hiring rate for PS&T SG-20 ($74,193) with the Increased Hiring Rate of $9,980, Geographic Pay Differential of $13,500, and Downstate Adjustment of $4,000.)
Similarly, the job rate posted is a combination of the statutory job rate for PS&T SG-20 ($94,121) with the Geographic Pay Differential of $13,500, and Downstate Adjustment of $4,000.)
Operational Needs:
• Must possess and maintain a valid driver’s license that allows the candidate to operate a motor vehicle in New York State as a term and condition of employment.
• Position will need to work and communicate with the Region, Contracts and Agency staff located in various remote office locations by using videoconferencing, phone and email.
• Candidate is expected to have proficiency in Revu Bluebeam, AutoCAD, Teams, Excel, Word and Microsoft Outlook.
• Work schedule may vary depending on agency needs and project completion dates
