Duties Description The New York State Workers' Compensation Board (Board) is seeking a Public Information Specialist 2 (Digital Content) to join the Public Information Office. This role requires a candidate with strong project management and coordination skills, including the ability to simultaneously manage multiple projects from initiation to completion. The ideal candidate will possess exceptional writing and proof-reading abilities – including the ability to breakdown complicated information into content that's easily understood – is comfortable giving presentations to internal and external stakeholders coupled with proven experience in managing staff and workloads.

Candidate would be assigned to the Public Information Office's Stakeholder Engagement Unit, and be responsible for the following:
• Collaborate with leadership to manage multiple projects simultaneously from inception to completion.
• Oversee the entire life cycle of multiple communication projects, ensuring timely and satisfactory delivery.
• Partner effectively with leadership, as well as internal and external stakeholders, to achieve project objectives.
• Develop and manage project schedules and timelines, identifying and tracking all key milestones.
• Create, modify, and edit digital communications and web content.
• Participate on various Board modernization project teams to identify digital communication and external training needs and oversee the execution of identified deliverables.
• Manage GovDelivery/Granicus, the HTML coded e-mail blast system the Board utilizes under a statewide ITS contract. Create and distribute digital communications to Board and Paid Family Leave (PFL) system stakeholders, provide weekly account analytics, identify/implement digital strategy improvements, and training new content creators.
• Serve as Admin for the Board's YouTube site and oversee the review, approval and posting process for all content while ensuring ADA compliance. Coordinate the development of graphics associated with the content, descriptor text, and closed captioning.
• Assist in monitoring the Board and PFL websites, social media sites and digital communications to ensure that information is accurate, current and engaging.
• Perform quality assurance checks of work to ensure that all assets are free of technical issues and compliance with NYS Branding Guidelines and the Board's Style Guide via a regular review of media files including websites, emails, PowerPoint presentations, graphics, guides, and other informational materials.
• Provide support in executing social media strategies, including the development of multimedia and video messaging used on the Board's social media sites.
• Supervise, mentor, and guide staff, including the assignment and prioritization of work, approving/disapproving leave requests, completing probationary reports and performance evaluations, training employees in new tasks and procedures, and recommending formal training as appropriate.
• Travel required. Less than 10%.

Preferred Qualifications:
• Excellent creative and institutional writing skills. You must submit at least three writing samples that showcase your skills (news releases, informative guides, digital content scripts, email blasts, etc.).
• Proven work experience developing and delivering informative, well-written messaging.
• Strong verbal communication skills
• Two years related experience helping to plan and manage the implementation of assigned communications projects.
• Experience supervising staff.
• Ability to lead and/or participate in team endeavors.
• Strong organizational skills and the ability to prioritize a busy workload to meet tight deadlines.
• Proven attention to detail, while retaining the ability to see the bigger picture.
• Exceptional customer service skills.
• Ability to initiate and maintain relationships across a diverse set of stakeholders.
• Working knowledge of Microsoft products.
• Change management experience including the development of change management plans and change impact analysis methodologies preferred but not required.
• NYS government experience, a plus.
• Working knowledge of Adobe products, a plus.
• Video creation, a plus.

Minimum Qualifications NON-COMPETITIVE QUALIFICATIONS: seven years of experience in public relations, social media, and digital communications. Associate’s, bachelor’s, or master’s degree in Communications, English, Public Relations, Social Media, Digital Communications, or similar degree, substitutes for two, four, or five years.

NON-COMPETITIVE PROMOTION QUALIFICATION:
If the number of eligible interested candidates is three or less, the agency, at its discretion, may nominate a candidate for a non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. If approved by Civil Service, this would be considered a permanent appointment.

In order to be eligible for an NCP, candidates must be a qualified employee of the Workers’ Compensation Board (WCB) and have one year of experience as a Public Information Specialist 1 (Digital Content).

Additional Comments Please Note: This position requires both in-office and remote work. A hybrid telecommuting schedule can be discussed with the hiring manager during the interview.
