Duties Description This incumbent will support and lead analysts within the Bureau of Public Hospital Reimbursement & Health Care Revenue within OHIP’s Division of Finance and Rate Setting (DFRS) in the administering, tracking, documenting, and processing of the Health Care Reform Act (HCRA), the Health Facility Cash Assessment Program (HFCAP), and Managed Care Organization Provider Tax (MCO).
HCRA, HFCAP, and MCO Tax are major components of New York State's Health Care financing laws, which governs hospital reimbursement methodologies and targets funding for a multitude of health care initiatives. These laws require that certain third-party payors and providers of health care services participate in the funding of these initiatives through the submission of authorized surcharges and assessments.
The incumbent will perform administrative and transactional responsibilities within HCRA, HFCAP, and MCO Tax by ensuring the packaging, processing, and tracking of quarterly billings, provider updates, and recoupments/collection efforts are performed on a timely basis.
Further, the incumbent will interact and collaborate with rate setting, fiscal management, legal affairs, and program staff within the Department as well as other state agencies, consultants, state auditors, the State’s Office of the Pool Administrator, and hospital Chief Financial Officers that interact with the HCRA, HFCAP, and MCO Tax programs.
Additionally, the incumbent will often be tasked with the following duties, including, but not limited to: developing deliverables and occasionally presenting materials to senior management, estimating program revenue targets, tracking monthly revenue, processing and reviewing audits reports, developing and improving policy and procedures, researching and interpreting state and federal laws, and reviewing and processing provider/payor payments and collection efforts.
Minimum Qualifications Reassignment:
Current New York State Department of Health employee with one year of permanent or contingent-permanent, competitive, service as an Associate Health Care MSA, SG-23.
Permanent Transfer Candidates:
Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a SG-21 and deemed eligible for transfer to Associate Health Care MSA, SG-23 under section 52.6 of the NYS Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Senior Health Care Management Systems Analyst
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Senior Health Care MSA, full journey level. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title
NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.
Preferred Qualifications: Critical thinking skills, administrative skills, ability to solve problems independently. Professional work experience should include document organization and record keeping. The candidate must also have the ability to interact and collaborate with other staff within the Department of Health as well as Other State Agencies.
