Job Specifics

Duties Description Duties include but are not limited to:

As certified NY State Peace Officers, conduct a variety of field investigations and are required to conduct basic law enforcement functions such as arrests, testimony, and prisoner transport. Investigators conduct investigations of forged ownership and identity documents, and suspected fraud or deceit by registrants, licensees, or applicants. They use facial recognition technology to uncover multiple identities and identity theft schemes. They investigate those engaged in stealing vehicles, including organized auto theft rings; these investigations include determining the true identity of vehicles by conducting forensic vehicle examinations and locating vehicle identification numbers to detect stolen vehicles and component parts. Investigators apprehend and assist in the prosecution of those involved in the perpetration of the aforementioned criminal activities. They are experts in, and provide other law enforcement agencies training for the detection of fraudulent documents, auto theft, and other motor vehicle related matters. Assignments may require working overtime and travel.


Minimum Qualifications To be eligible for this position you must meet one of the following conditions as detailed below:

1. Eligible for appointment from either the Investigative Specialist 1 G-18 or Investigative Specialist Trainee eligible list.

2. In an Investigative Specialist 1, G-18 or Investigative Specialist Trainee 1 or 2 G-NS title eligible for reassignment

3. In a G-11 or higher title that meets criteria for 70.1 or 52.6 transfer

NY HELPS*: For Investigative Specialist 1 (Motor Vehicle), G-18: Six years of experience in a field investigative conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings.
Types of Investigative experience that could be considered qualifying: experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications.

Examples of non-qualifying experience include but are not limited to: experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.

For Investigative Specialist Trainee 2 (Motor Vehicle), G-NS (Equated to G-16):
Five years of investigative experience*.
*Qualifying experience: "investigative experience" is defined as gathering and securing information and evidence from a variety of sources through independent, non-structured activities including the preparation and submission of detailed narrative reports describing the method of gathering the evidence and the results of the investigations. Experience in auditing, interviewing, building security surveillance, traffic enforcement, or performing routine inspections or surveys will not be considered investigative experience.

Types of Investigative experience that could be considered qualifying: Experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications.

Substitution: An associate degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for two years of specialized experience.

Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.

Transfer:
One year of permanent, contingent-permanent, or 55b/c service allocated to a G-16 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law or currently serving in the title and eligible for reassignment.

Reinstatement:
If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.

55b/c Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
