Duties Description Position Information:
The New York State Department of Agriculture and Markets seeks a Public Buildings Manager 4 at the New York State Fair! The Public Buildings Manager 4 is responsible for the comprehensive management and oversight of public building operations, focusing on strategic planning, resource allocation, and ensuring the safety and efficiency of facilities. Key responsibilities include but are not limited to:

• Strategic Planning & Resource Management:
o Develops, reviews, and recommends staffing levels, fiscal plans, and budget requests.
o Conducts analytical reviews to support decision-making.
o Manages and oversees multiple central stores units.
o Plans and directs capital improvement projects.
• Policy & Procedure Development:
o Creates, implements, and enforces policies and procedures.
o Establishes and maintains an administrative reporting system to ensure compliance.
o Recommends new policies and modifies existing ones to address recurring issues.
• Operational Oversight & Support:
o Directs employee training programs.
o Assists facility managers in resolving significant problems, complaints, and emergencies.
o Manages and approves capital construction requests, including reviewing cost estimates for building alterations and rehabilitation.
o Develops and manages building contracts.
• Safety & Security:
o Establishes and maintains liaison with local Fire and State Police to optimize security and safety conditions and resource utilization.
• Supervisory Responsibilities:
o Performs full supervisory duties, providing direct oversight to permanent and temporary hourly employees and contractors.
o Manages staff responsible for grounds maintenance, parking operations, custodial services, and general maintenance activities at the New York State Fairgrounds.

The Public Buildings Manager 4 is a permanent, competitive, full-time position working 37.5 hours per week, Monday-Friday, with the possibility of evening and weekend work as needed. This position is conveniently located on the New York State Fairgrounds at 581 State Fair Boulevard, Syracuse, New York. NY HELPS Minimum Qualifications:
When a NY HELPS title can be filled with promotion and open-competitive qualifications, and the entire promotion eligible list is exhausted or does not exist, a NY HELPS appointment can be made in the following ways:

A NY HELPS appointment may be made for a qualified employee in a direct-line, lower-level promotion title.

Direct-line lower-level promotion title NY HELPS Qualifications: The direct line field is comprised of a single title that is the immediate lower-level title to the title being filled. This requires one year of permanent, contingent-permanent, or 55 b/c service as a Public Buildings Manager 3, SG-23.

If there are fewer than 3 interested, qualified internal candidates in the direct-line lower-level promotion title then:

Candidates may be eligible for a NY HELPS Open-Competitive appointment to Public Building Manager 4 if they meet the open-competitive NY HELPS qualifications.
Open- Competitive NY HELPS Qualifications: Seven years of experience managing an occupied building with a gross square footage of at least 300,000 or a complex of occupied buildings totaling at least 350,000 square feet, at least three of which must have included supervision of service contractors or in-house staff, including plumbers, electricians, carpenters, and other skilled trade people. This experience MUST include overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and at least one of the following three areas of expertise: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection.

Degree Substitutions: an associate’s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of the general experience; or a bachelor’s degree in the above fields may substitute for three years of the general experience.

Alternate Minimum Qualifications:
52.6 Transfer Qualifications: This position is designated administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under that section. Source titles from which transfer may be made must be designated administrative and be within two salary grades of the target title.

70.4 Transfer Qualifications: You must have permanent service in a title within two salary grades or one management/confidential grade and have served permanently for one year in that title.
AND
You must have passed the most recent Public Buildings Manager 4 examination.
AND
Seven years of experience* managing an occupied building with a gross square footage of at least 300,000 or a complex of occupied buildings totaling at least 350,000 square feet, at least three of which must have included supervision of service contractors or in-house staff, including plumbers, electricians, carpenters, and other skilled trade people. This experience MUST include overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and at least one of the following three areas of expertise: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection. (See substitutions below)

*Substitutions: An associate’s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of the general experience; or a bachelor’s degree in the above fields may substitute for three years of the general experience.

Non-competitive Promotion: If there are three or fewer interested and qualified promotion candidates, the agency may at its discretion nominate a qualified employee for a non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

Non-Competitive Promotion Minimum Qualifications: One year of permanent competitive, contingent-permanent, or 55 b/c service as a Public Buildings Manager 3, SG-23, may be considered for non-competitive promotion pursuant to section 52.7 of the Civil Service Law.

Provisional Appointment: Provisional Appointment: If there is no appropriate eligible list of at least three people willing to accept permanent appointment for this geographic location, the Department may nominate a qualified person for a provisional appointment under the provisions of Section 65 of the Civil Service Law.

Provisional Appointment Minimum Qualifications: Applicants may be appointed to this position permanently if they have one year of permanent competitive, contingent-permanent, or 55 b/c service as a Public Building Manager 3 SG-23, may be considered for a provisional appointment under the provisions of Section 65 of the Civil Service Law.

Reinstatement Under Rule 5.4: Applicants may be appointed to this position permanently if they were previous permanent New York State employees who resigned their positions may be reinstated to their former positions, or to positions to which they were eligible for transfer or reassignment without further examination. Employees separated from their positions may be reinstated within one year of the date of their separation. Employees separated from their positions who have also been separated from state service for more than one year may be reinstated upon approval by the state Civil Service Commission

Additional Comments NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Salary:
This is a Management Confidential (M/C) designated position. As an M/C-designated position, this role falls within salary grade M-2. The established starting salary for an M/C M-2 is $103,870 per year.

The candidate appointed to this position will be eligible to participate in the New York State Performance Evaluation Program. Through this program, employees receive yearly performance evaluations. Performance advances* may be payable to M/C employees whose base annual salary is below the job rate for their current position and who were rated "Satisfactory" or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employee's annual salary. Over time, yearly performance advances may lead to the M-2 job rate salary of $131,298/year!

*For M/C employees, performance advances typically become effective around April 1st, coinciding with the start of the fiscal year's first payroll period. To qualify for a performance advance, you must have completed 13 qualifying payroll periods of service. Please note that these advances are also contingent upon the release of a Budget Bulletin by the Division of Budget and a Payroll Bulletin by the Office of the State Comptroller.
