Job Specifics
Duties Description The Project Manager 2 is responsible for conducting market research, vendor capability analysis, and benchmarking studies to support sourcing decisions and strategic planning. This role helps ensure that new contracts are based on verified demand, appropriate technical scope, and updated market intelligence.
Duties will include, but are not limited to:
• Assist with managing strategic research and portfolio management initiatives to advance operational and procurement excellence.
• Conduct procurement research and portfolio evaluation for technology, commodities, and services contracts.
• Assist with market research, usage analysis, compliance monitoring, and portfolio performance tracking.
• Utilize a portfolio health monitoring system and re-solicitation calendar to assist management decision making on portfolio updates.
• Analyze market conditions and customer demand to support new contract development and strategic sourcing decisions.
• Assist with division-wide Key Performance Indicator (KPI) tracking, including cycle time, lapse rates, and vendor compliance.
• Collaborate with Strategic Services and Operations teams to advance procurement modernization, innovation, and priority projects.
• Support annual reporting, audits, and presentations to leadership on contract health and division performance.
• Identify outdated, underused, or duplicative contracts and recommend consolidation or retirement strategies to Team Leader.
• Participate in efforts related to contract right-sizing and forecasting emerging procurement needs.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
Substitutions:
a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Current certification from the from the Project Management Institute as a Certified Associate in Project Management (CAPM) may substitute for two years of experience or a Project Management Professional (PMP) may substitute for three years of experience.
OR
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
