Job Specifics

Duties Description • Serves as a point of contact and maintains communications with Federal Motor Carrier Safety Administration oversight program (State Safety Data Quality/SSDQ) and the CVSA InfoSys Committee to keep executive management apprised of data quality issues, progress, and solutions and to advocate for NYSDOT program interests in national forums.
• Coordinates with the NYSDOT Traffic and Safety Program, contracts management, regional DOT offices, and IT vendors to track program needs and oversee data exchange activities with partner agencies and the federal program.
• Research, design, and distribute educational and outreach materials (such as brochures, guides, and presentations) for law enforcement, field staff, and the public regarding proper data collection, Weigh-in-Motion (WIM) system usage, and data applications.
• Assists in analyzing, preparing, and revising core program planning documents, including the Program Plan/Top Level Design (PP/TLD) for the ITD program, and advancing capital projects for intelligent transportation enforcement systems and OMSS data systems such as HOOCS, CARCERT, and REGCOMP.
• Facilitates the Request for Proposal (RFP) process for contractual services and manages procurement functions related to purchase orders, formal contracts, and B1184 budget requests.
• Coordinates with the Bureau Grants Manager and external partners like the New York State Police (NYSP) to administer Federal Highway Administration (FHWA) grants for passthrough purchases (such as the portable truck scales program).
• Obtains, develops, and clarifies financial information to assist in preparing the ITD program budget, coordinates with the Bureau Grants Manager and the Transportation Budget Bureau to verify funding availability.
• Provides guidance and supervision over Bureau procurement staff; develops training materials to ensure staff follow proper procurement guidelines and respond to purchasing requests from field inspectors/investigators.
• Serve as an IT requestor and field inspector/investigator support resource; define program area business needs into technical requirements for NYS Office of Information Technology Services.
• Manages and coordinates the submission, tracking, and follow-up of IT service requests via the ServiceNow catalog on behalf of program staff.
• May supervise professional and support staff assigned to the office.


Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Administrative Specialist 1: Six years of experience* performing or overseeing budget, human resources, and business services activities for an organization or program.

*Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Applicants must be currently authorized to work in the United States on a full-time basis.

*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
