Job Specifics

Duties Description The position will direct and oversee the Center for Diversity, Equity, and Inclusion (CDEI) within the Office of Health Equity and Human Rights at the New York State Department of Health (NYSDOH or Department), and function as the Department's Chief Diversity Officer. Under New York Executive Order 187 which has been in place since 2018, the New York State Department of Health is committed to advancing diversity, equity, inclusion, and accessibility.

The Office of Health Equity and Human Rights leads the New York State Department of Health's commitment and strategy to be a diverse, anti-racist, equitable, and inclusive organization. The mission of the New York State Department of Health is to promote and protect health and well-being for all, building on a foundation of health equity. The Office of Health Equity and Human Rights is responsible for setting and implementing an overarching vision and framework of health equity and diversity, equity, and inclusion (DEI) at the leadership, programmatic and administrative levels.

Under the general direction of the Deputy Commissioner for the Office of Health Equity and Human Rights, the incumbent will provide leadership with responsibility over a number of mandatory strategic and programmatic functions and activities within the New York State Department of Health. The incumbent is responsible for the New York State Department of Health's compliance to New York Executive Order 187, functioning as the Department's Chief Diversity Officer and ensuring the Department's compliance to requirements such as the annual submission of a diversity and inclusion report. New York State agencies and entities subject to New York Executive Order 187 are required to have a five-year diversity and inclusion strategic plan. The incumbent will be responsible for developing, implementing, disseminating, and monitoring the Department's five-year diversity and inclusion strategic plan.

The incumbent is responsible for setting and implementing the New York State Department of Health's diversity, equity, and inclusion framework and strategies. This leadership position is expected to operationalize diversity, equity and inclusion principles into agency systems, policies, and practices, as well as strengthen the agency’s strategic planning on diversity, equity, and inclusion. The incumbent's responsibilities will include direct and oversee strategic initiatives and programmatic functions and activities; direct and oversee efforts related to workforce competency and capacity building aimed at supporting the New York State Department of Health workforce; direct and oversee work (priority setting, operations, and administration) related to the Center for Diversity, Equity and Inclusion strategic initiatives, programmatic functions and activities; set priorities, anticipate problems, develop contingency plans, and proactively respond to issues; review planning, development, and execution of activities; direct and oversee resource allocation and diversification of funding resources for programs and initiatives; direct and oversee the collection and analysis of data; and direct and oversee legislative and regulatory analysis to inform and support Center for Diversity, Equity and Inclusion program and policy planning and development.

The incumbent ensures the New York State Department of Health's compliance to federal legal and grant requirements related to non-discrimination by serving as the Department's Federal Civil Rights Title VI Nondiscrimination Program Coordinator under Title VI of the Civil Rights Act of 1964. The New York State Department of Health incorporates into its operations the requirements of all applicable State and Federal laws and Executive Orders to prohibit any discriminatory practices, procedures, and policies. The New York State Department of Health is required to plan, develop, and implement a Title VI program and related activities (i.e. receive and review complaints, conduct investigations) so that no person in New York receiving federally funded services or programs is subjected to unlawful discrimination. The incumbent is responsible for directing and overseeing the Nondiscrimination Program on behalf of the agency.

The position will also direct and oversee Department-wide and inter-agency diversity, equity, and inclusion-related coordination and collaborative functions. Responsibilities include direct and oversee program administration, in collaboration with the Department's executive leadership; formulate optimal strategies for planning, prioritizing, developing, promoting, and implementing CDEI activities; convene and direct meetings and workgroups with internal and external stakeholders; direct and oversee program evaluation functions; conduct ongoing fiscal management and budget management activities; provide policy proposals, including but not limited to the development of State budget proposals and analysis, State of the State proposals, and legislative proposals and analysis; direct development and issuing of contract documents, including but not limited to Requests For Applications (RFAs); and supervise staff.

Minimum Qualifications Bachelor’s degree and seven years of relevant experience. * Two years of the experience must have been at a managerial level.

*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Preferred Qualifications: Five or more years of professional experience managing or coordinating diversity and inclusion (D&I)/diversity, equity and inclusion (DEI) initiatives, projects, strategies, and activities, preferably in the public health and/or health care delivery sectors; professional experience with policy formulation, interpretation, and implementation of program planning, design, implementation, evaluation, and/or allocation of resources; JD degree preferred; familiarity with New York State government policies and programs; experience working within a government agency (local, state, or federal) or Executive branch of New York State government; Knowledge of and experience with applied practice of the principles of health equity (i.e. health inequities, health disparities, and/or social determinants of health) and diversity and inclusion/diversity, equity and inclusion; demonstrated experience in effectively interact with a workforce comprised of individuals from differing backgrounds, and to treat everyone with respect and dignity; demonstrated experience working with a wide range of stakeholders (e.g., government representatives, community leaders, advocacy organizations, academic and research organizations, etc.); demonstrated professional experience convening and directing the deliberations of committees, boards, councils, and/or commissions; demonstrated professional experience with policy formulation; proven ability to multi-task in a fast-paced environment; Excellent verbal and written communication skills; skilled in review and editing of documents for both internal communications and public viewing; demonstrated, strong organizational and interpersonal skills; professional experience supervising staff.

Additional Comments This is a full-time appointment. This position may be filled in Albany or New York City, depending on agency needs.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
