Job Specifics
Duties Description Incumbent will be responsible for the supervision and management of Operations field staff and vehicle maintenance centers in Jefferson and Lewis Counties, making certain that the state assets are properly maintained and developed for safe use by the public and employees.
Responsible for the enforcement of agency policies and rules, monitoring health and safety compliance, conformance to OSHA and PESH, NYS fire codes, Right-to-Know, maintenance of the Hazardous Communication Plan, and regulatory checklists.
Responsible for budget preparation, oversee and prepare purchase requisitions, prepare written reports, record keeping, and other administrative duties necessary for efficient management of the Operations unit. This includes managing dedicated accounts associated with R&I, Capital Projects, Recreation, Equipment Management, EPF, and NY Works projects. Responsible for contracts associated with major construction projects, contract development, and contract execution, including job order contracts; assure work is done as specified and MWBE participation.
Responsible for completing construction cost estimates, evaluating project alternatives, and determining the return on investment for specified expenditures. Incumbent will be the designated AED Coordinator for the Region and responsible for coordinating AED/CPR/First Aid training for the Region as well as Chainsaw Training.
Incumbent will track and code expenditures for the working circle in a fiscally responsible manner working within budgetary constraints. Will be responsible for completing special assignments delegated by the Regional Operations Supervisor.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotional: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 2, Assistant Superintendent of Construction, Assistant Engineer (Civil), or Senior Superintendent of Construction.
OR
Open Competitive: Either 1. four years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight;
Or 2. three years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.
Individuals may also be eligible via the following, if applicable:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 19 or higher and eligible for transfer in accordance with Civil Service Law.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
