Job Specifics
Duties Description The Bureau of Social Care and Community Supports works to integrate health and human services within the Medicaid program. The bureau is composed of two units, Supportive Housing and Social Determinants of Health. This position will work under the Supportive Housing Unit.
This position is responsible for the strategic oversight, management, and operational excellence of the Medicaid Redesign Team Supportive Housing Programs and the Empire State Supportive Housing Program (DOH). This role will lead a team of Contract Managers, ensuring effective relationships with providers, fiscal administration, procurement, compliance, and the achievement of program goals. The position will play a key role in policy development, stakeholder engagement, and reporting to senior leadership.
Supervision and performance management: * Oversee the management of contracts and procurements of housing providers and programs. * Track housing provider milestones and performance against contractual obligations. * Ensure effective communication and relationship building with stakeholders and providers. * Lead meetings and technical assistance sessions for providers * Report to bureau director on progress of programs and policy changes and challenges. * Prepare and present regular reports to senior leadership on program performance, challenges, and achievements. *Present program updates and findings to diverse stakeholder groups, including community partners, government agencies, and leadership.
Team Leadership and Development: Supervise, mentor, and train Contract Managers and other program staff., Foster a collaborative and high-performing team environment, Conduct performance reviews and support professional development, Plan and develop educational webinars and training materials for providers and staff, Collaborate with appropriate units and teams to develop relevant processes and procedures.
Fiscal Administration and Compliance: Oversee the fiscal administration, including payments and funding distribution, to providers and other agencies. * Ensure compliance with all relevant regulations, policies, and contractual terms. * Monitor program budgets and financial performance. * Oversee the fiscal administration and compliance of programs. *Write and oversee the evaluation of procurements.
Minimum Qualifications Competitive Minimum Qualifications:
Current NYS Department of Health employee with permanent or contingent-permanent status as a Long-Term Systems Specialist 3 (Health), G25 OR current NYS employee with one year of permanent or contingent-permanent service in a qualified title deemed eligible to transfer under Section 70.1 of Civil Service Law
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: One year of permanent service as a Long-Term Care Systems Specialist 2 (Health).
If three or fewer New York State Department of Health (DOH) promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion (NCP) under the provisions of Section 52.7 of the Civil Service Law.
Non-Competitive Helps:
Eight years of experience managing disability, aging, health, or social service programs for older adults, five years of which must have been in the development, delivery, or monitoring of long-term services and supports, and one year of which must have been at a supervisory level.
Substitutions:
Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.
Preferred Qualifications: Program management or compliance experience, supervision experience
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
