Job Specifics
Duties Description The Senior Admin Analyst with DMI, working under the direction of a Business Systems Analyst III, will focus on evaluating organizational processes and systems to identify inefficiencies and implement strategic improvements. The incumbent will collect data, document current and future-state workflows, and perform system testing to ensure successful implementations. Additionally, they will provide technical support, resolve system issues, and develop comprehensive training materials and manuals to guide end-users through procedural changes.
Specific duties include, but are not limited to, the following:
• Conduct management and organizational studies and surveys to develop appropriate recommendations for management mprovements.
• Identifies the problems or factors inhibiting the achievement of program goals and sets to the objective of the project.
• Develops a work plan considering the objectives and the problems to be solved.
• Collects pertinent data through various means such as interviews, conferences, questionnaires, reports and on-site observation.
• Working closely with other team members, documents the current stakeholders, system and business process, business flows, inputs, and outputs for the functional business area to address the problem identified.
• Documents the revised stakeholders, revised business processes, revised flows, transformed or revised inputs and outputs to improve and address the organizational problem to meet objectives.
• Prepares relevant analyses, such as cost/benefit analysis systems analysis as pertains to record storage.
• Create training and procedure manuals for end users.
• Identify, analyze, and resolve issues for existing systems resulting from errors detected.
• Provide technical support to end users.
• Develops test data and scenarios, tests systems functions and documents the results.
• Develops training materials related to business systems implementation for users.
• Write procedure manuals and documents business process deficiencies requiring resolution during or after implementation.
Minimum Qualifications Non Competitive (NYHELPS):
Senior Administrative Analyst (G18)($70,951): Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
Administrative Analyst Trainee 2 ($63,994): Five years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
Administrative Analyst Trainee 1 ($57,764): Four years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
*Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.
Transfer:
Candidates must have permanent status as a Senior Administrative Analyst and be eligible for lateral transfer; OR be eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law by having one year of permanent competitive service in a qualifying title within two salary grades.

The starting salary for this position will vary based on the selected candidate’s education and/or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary:
$57,764 (Administrative Analyst Trainee 1)
$63,994 (Administrative Analyst Trainee 2)
$70,951 (Senior Administrative Analyst, full performance level)
For current New York State employees, the starting salary is based on the candidate’s salary at the time of hire.
