Job Specifics
Duties Description Under the direction of the Manager of Enterprise Applications, the Information Technology Specialist 2 (Programming) is responsible for all activities associated with the design, development, installation, and performance of agency databases. Duties include, but are not limited to:
- Design or assist in the design and maintenance of databases.
- Assist in the development of logical data models. Defines data entities, data attributes, and logical data groups and relationships.
- Assist in the development of physical database design. Address performance criteria and standards.
- Coordinate database change controls to interact with application change management.
- Assist in the training of application programmer analysts and operations personnel in the efficient use of database software.
- Participate in the development of disaster recovery planning for databases.
- Maintain specialized data access modules and other programs required to make data available to program and end-users.
- Install and maintain database software products and specialized data access programs.
- Install, customize, and maintain complex database software components.
- Test and implement new and updated versions of databases, data dictionary, and other files handling software from vendors.
- Act as vendor liaison for the diagnosis and resolution of database-related software problems.
- Participate in the development of database standards such as naming conventions, update protocols, performance standards, and internal controls.
- Convert existing databases to new or updated software releases from vendors.
- Monitor the operation and performance of the database software, taking whatever corrective action necessary to obtain the most effective use of it.
- Monitor and tune such variables as space, buffers, logs, and journals.
- Identify and resolve malfunctions and complex problems related to database use, maintenance, and management.
- Maintain a log of database problems and resolutions for future reference.
Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 16 or above and eligible for transfer under Section 52.6 of the NYS Civil Service Law.
2. NY HELPS MINIMUM QUALIFICATIONS:
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science;
OR a bachelor's or higher-level degree in any field AND one year of experience in information technology;
OR 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of professional experience in information technology;
OR two years of professional experience in information technology.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Our telecommuting program offers up to 20% (two days per pay period) upon completion of at least three months of satisfactory performance and appropriate approvals. Additional policy guidelines and work hours may be discussed during the interview.
ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $64,427 hiring rate up to $91,409 job rate
Recruitment & Retention Pay: $7,000
