Job Specifics
Duties Description The Equal Opportunity Specialist 2, Grade 23, will work in the Human Resources Management (HRM) Section of the Office of Administration (OA), and will be responsible for coordinating the implementation of diversity and inclusion, and equal opportunity activities at the Department of Public Service; and evaluating the effectiveness of such programs, as well as developing, recommending, and instituting corrective actions. Specific duties may include, but are not limited to:
• Coordinating the implementation of diversity and inclusion, and equal opportunity initiatives, both within and in addition to the Department’s 5-year Diversity and Inclusion Strategic Plan.
• Analyzing data and producing reports related to Agency diversity and inclusion, and equal opportunity programs.
• Assisting the Department’s training section with training Agency employees on diversity, equity and inclusion issues related to employment, and provision of services, as well as reviewing trainings for compliance with diversity, equity, and inclusion (DEI) principles and standards.
• Reviewing personnel actions such as hiring, promotion, and termination to ensure fairness and equity. Participating in interviews and reviewing candidate selections to ensure that equal opportunity and diversity is considered in the Agency selection process.
• Researching, developing, and implementing opportunities to recruit, retain, and promote a diverse workforce, including through networking, targeted outreach, and the use of social media and web-based recruitment tools.
• Making determinations on requests from clients and employees for reasonable and religious accommodations pursuant to federal and State laws.
• Investigating discrimination complaints in the provision of services from agency clients and making recommendations to management.
• Developing relevant programming to enhance employees’ cultural awareness.
• Representing the Agency at events on diversity and inclusion, and equal opportunity.
• Meeting with advocacy groups to exchange information on Agency equal opportunity policies, procedures, and practices.
• Maintaining and updating the DPS internal DEI SharePoint page and researching and suggesting potential improvements related to DEI for the DPS external website.
Minimum Qualifications Seven years of experience* in equal opportunity, diversity and inclusion, or human rights; OR one year of New York State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.
*Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.
Substitutions: An associate’s degree may substitute for two years of experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.
