Job Specifics

Duties Description The Research Scientist 3 will provide assistance and technical expertise to local health units in response to vector-borne disease issues and queries as well as tracking funding provided for the Lyme and Tick-borne disease legislative initiative which includes education, research, and prevention.

Specifically, the incumbent will track expenditures related to the Lyme and Tick-borne Disease legislative initiative to include the amount of money dispersed from the fund, recipients of awards from the fund, and the purpose of each award in detail. The incumbent will work with Division of Epidemiology (DEPI) and Bureau of Communicable Disease Control (BCDC) management and the Center for Community Health (CCH) to detail the methodology for these awards, process contracts and their associated payments, assist in all procurement for tick and Lyme related educational materials, including liaising with vendors, internal stakeholders, internal control units and external control agencies, and will process associated payments to vendors. The RS will be responsible for the development of a report to be submitted regularly to DEPI and CCH management detailing the status of the balance in the fund and apprise management of any potential issues, with proposed solutions and ideas when applicable.

The incumbent will serve as a resource for local health units in addressing scientific and technical issues related to vector-borne diseases and vector surveillance. The incumbent will establish and maintain working relationships with all local health units within the incumbent’s jurisdiction and serve as a subject matter expert as a member of the Vector-borne Disease program for the CNYRO. With regard to vector-borne disease research, the incumbent will supervise and conduct all phases of the complete research process including problem definition, planning, execution, analysis, interpretation, and reporting of findings. The focus of such research projects will be relevant to arthropod vectors including mosquitoes and ticks, their associated pathogens, and vector-borne diseases impacting New York State residents.

The RS will also be responsible for conducting both routine field work related to mosquito- and tick-borne diseases as well as in response to public health threats in the region. Using established departmental methodology for studying arthropod-borne disease, the incumbent will train local health jurisdictions in mosquito surveillance activities and provide support to the jurisdictions with sampling activities. The incumbent will provide results on pathogen testing and the finding of human and animal cases of mosquito-borne disease to local and state public health planners to analyze the best course of action for control and prevention to mediate human disease risk. The incumbent will also conduct tick surveillance activities targeting ticks in each of the counties in the incumbent’s jurisdiction with the results of surveillance and pathogen testing provided to local and state public health planners to analyze the best course of action for control and prevention to mediate human disease risk.

The RS will supervise lower-level Research Scientists, Entomological Assistants, or Hourly Student Interns, if present, and maintain a laboratory space commensurate with a mutually agreeable collaborative relationship with faculty and administration at Morrisville State College.

Minimum Qualifications Non Competitive: Bachelor's degree in biology, public health, epidemiology, infection control, statistics/biostatistics, biomedical science, environmental health, environmental science, or a closely related field AND four years of full-time professional post-degree scientific research experience* in the appropriate field.

*Substitutions: a master’s degree in an appropriate field may substitute for one year of experience, and a doctorate in an appropriate field may substitute for an additional year of experience.

Preferred Qualifications: A minimum of four years of experience in vector-borne disease related activities. Documented experience as a lead researcher of a team conducting vector-borne disease surveillance activities, vector surveillance activities, entomological field work, and performing laboratory testing. Excellent organizational and communication skills, which includes both public speaking and preparation of written materials such as reports, abstracts, grant applications, and publications. Familiarity with outbreak response activities. Lead or co-author of multiple scientific publications. Experience supervising professional level staff. Familiarity with computer-based software packages, such as GIS, SAS, R, Microsoft Access, Word, Excel, etc.
