Job Specifics
Duties Description As part of the Office of Health Insurance Programs, Division of Eligibility and Marketplace Integration, Bureau of Consumer Assistance and Training, MEE 2 incumbents will perform functions related to oversight and technical assistance for the NY State of Health Assistor Programs. Staff in the Bureau provide oversight and technical assistance to more than 300 agencies with approximately 6,000 application assistors, including Health Plan Facilitated Enrollers, Certified Application Counselors, and Navigators, who assist individuals and families applying for health insurance coverage through NY State of Health. This includes providing initial training and recertification for application assistors and oversight of a contract with an organization that provides training to local Departments of Social Services.
Specific duties include:
Performing data entry and maintaining information in an Access database;
Creating reports to support contract managers; producing and sending customized reports and communications to Marketplace Facilitated Enrollers, Navigators and Certified Application Counselors;
Triaging eligibility and enrollment issues submitted by assistors; entering monthly payment voucher data;
Reviewing and tracking deliverables; recording meeting minutes; Assisting in organizing and maintaining financial reports.
Assists in planning and conducting staff training in response to identified needs or new or revised regulations and procedures and develops written materials and orally explains information and answers questions.
Responds to inquiries concerning applicable Medicaid laws, rules and regulations and addresses unusual or problematic eligibility matters.
Makes eligibility determinations on applications that fall within specified protocols and guidelines.
Monitors the quantity and quality of work completed by staff to ensure accuracy and adherence to procedures and instructions and identifies and resolves inaccuracies.
Schedules work, monitors workload volumes, and reassigns staff to ensure timely eligibility determinations and equitable work distribution.
Performs supervisory duties, including approving time off, maintaining time and attendance, conducting performance evaluations, and counseling subordinates.
Develops and reviews eligibility scenarios to test new computer applications and systems.
Prepares, compiles and organizes data for operating and management reports and drafts papers explaining problems or deficiencies and proposing solutions.
Minimum Qualifications Permanent Transfer:
A New York State employee with one year or more of permanent or contingent-permanent, competitive service in a position allocated to SG-12 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
Non-Competitive Candidates via NY HELPS Program:
Either 1. Three years of experience performing one or more of the following activities in a health care delivery system including health care facilities, health care agencies, hospitals, Medicaid programs, and/or other public or private health insurance programs
•Determining financial eligibility for healthcare to ensure individuals meet eligibility criteria specified in State and/or federal laws, rules, and regulations.
•Performing quality assurance activities to ensure compliance with laws, rule, regulations and policies and interpretation/application of standards of health care.
OR 2. 30 semester credit hours AND two years of experience performing one or more of the following activities in a healthcare delivery system including health care facilities, health care agencies, hospitals, Medicaid programs, and/or other public or private health insurance programs
•Determining financial eligibility for healthcare to ensure individuals meet eligibility criteria specified in State and/or federal laws, rules, and regulations.
•Performing quality assurance activities to ensure compliance with laws, rule, regulations and policies and interpretation/application of standards of health care.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Current New York State Department of Health employee with one year of permanent or contingent-permanent, competitive service as a Medicaid Eligibility Examiner 1 or Medicaid Eligibility Examiner 1SL.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Child Health Plus, Essential Plan, and Qualified Health Plans. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, and Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems.
