Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

The New York State Integrated Eligibility System (IES) Program is seeking an experienced Organizational Change Management (OCM) & Training Lead to drive change readiness, training preparedness and adoption for new system launches at the Agency and District levels. The lead will focus on the product launches that will lead to long-term sustainability of major system and process improvements across the State Agency and Counties for select NYS Human Services programs. This role focuses on the people side of the change with a strong emphasis on state and district readiness, training and execution for eligibility programs across the state.

Reporting to a senior IES manager, the OCM/Training Lead will be assigned to the Integrated Eligibility System within the Office of Information Technology Services (ITS) and will be a hands-on lead who will execute the implementation plan of training, communication, and other change materials for various IES product launches across all counties and select client agencies. The incumbent will demonstrate experience in leading complex IT and business impact organizational change initiatives within government environments at both the State and County level with a strong understanding of how to minimize disruption with ongoing work and maximize program impact through structured change management in a fast-paced environment. This role is currently an individual contributor but may grow to manage a blend of contract and/or state staff.
Duties include, but are not limited to, the following;

Preparing for new product launch including change message and communications and training.
Change Strategy & Execution – Transform an existing strategic framework into an executable plan and deliver results for district/county and State Agency level readiness:
• Prepare all materials in partnership with the product teams for pre, during and post launch.
• Identify change agents to support deployment and conduct regular meetings.
• Create and issue change messages for distributions, following state agency protocols.
• Define to monitor impact change management success.
• Gather feedback and adjust strategies accordingly.
• Refine change methods over time using lessons learned and evolving best practices.
Training and Oversight – Lead training implementation supporting all product workstream at various launches:
• Create the curricula (User Guides, Desk Aids, LMS-ready materials, videos, etc.) in partnership with product teams to ensure users are equipped with the skills and support to be able to
• Employ various methods of training (required): asynchronous, virtual, LMS evaluations, classroom managing the administration, teaching curriculum, scoring results, gathering feedback, refine as needed.
• Define KPI’s for training to monitor impact, and gather feedback, and adjust training accordingly.
• Refine methods over time and be able to hand over materials and processes to Agency teams for sustainability.
• Prepare and present updates, dashboard and reports on change activities, trainings and other risk mitigation or outcomes to program stakeholders.

Minimum Qualifications Minimum Qualifications:

Seven (7) years of experience in Organizational Change Management (OCM) and Training experience at the Federal, State and County level of human services eligibility systems in a government setting, including executing strategy training plans, building curricula, and communication previous system processes aligned to new, communication planning, instructional design and training for county and state for various product launches at rolling intervals, as well as applying change management & training principles, tools, and performance metrics to assess impact and effectiveness.
The following degrees may substitute for the general experience as indicated:

• Bachelor’s degree and five years of experience.
• Master’s degree in computer science or related field substitutes for an additional year of experience.
• Doctorate in computer science or related fields substitutes for an additional 2 years of experience beyond a Bachelor’s degree.

Preferred Qualifications:
- Five (5) years of hands-on experience in training and launching new technology products supporting federal and state human services programs (e.g., SNAP, HEAP, TANF/PA, Child Welfare programs, etc.) across a wide audience of users at the state and county level.
- Familiar with using the existing processes and legacy systems used by NYS and NYC including but not limited to Welfare Management System (WMS), BICS, NYC Payments, etc.
- Knowledge of NYS/NYC/County or other state eligibility program.
- Proven ability in creating and executing strategy for organizational change initiatives in large, multi-stakeholder environments Federal, State and County eligibility programs
- Proven ability to create and execute training plans for various products and services at the county and state agency level in blended model
- Strong facilitation and communication skills, verbal, written and visual presentation in print and video
- Collaborative adaptive mindset; able to work with diverse teams and organizations
