Job Specifics

Duties Description Within the Office of Health Insurance Program's Division of Eligibility and Marketplace Integration, in the Bureau of Consumer Relations and Local District Support, HCS 2 (Nursing) incumbents within the State Disability Review Unit perform disability determinations for Medicaid purposes by processing Aid to Disabled disability determinations for all counties including NYC’s pooled trust, Medicaid Buy-in Program for Working People with Disabilities (MBI-WPD) and Children included in the Consolidated Waiver. The disability process involves a step-by-step evaluation of the client’s impairments and their ability/inability to perform work. HCS 2 (Nursing) staff review medical evidence and determine if the client’s condition meets the definition of a disability, using a sequential evaluation process based on established federal criteria, the same criteria used by the Social Security Administration.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 2 (Nursing), SG20 and able to meet the minimum qualifications for non-competitive appointment as seen below.

Non-Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; and one year of post-licensure, specialized professional administrative or professional clinical experience.

Preferred Qualifications: Preferred candidates will have strong analytical skills and the ability to pay attention to details and will also have good oral and written communication skills. Candidates should have proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team and to manage multiple priorities to meet deadlines. Professional experience in public health insurance programs, including New York's Medicaid, Medicare and/or Child Health Plus and supervisory experience is a plus.

Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T ($87,960-$98,354) plus an additional Geographic Pay Differential of $20,000.

This position is part of the NYS HELPS program. No examination is required.
