Duties Description The Medicaid Redesign Analyst 1 will function as a financial analyst in the State Supplemental Programs and Cash Reporting Unit within the Bureau of Global Cap and Supplemental Programs, Division of Finance and Rate Setting, Office of Health Insurance Programs. The incumbent will support the tracking, analysis, and forecasting of Medicaid spending and will prepare recurring Global Cap reports, closeout materials, and cash and actual expenditure reconciliations. The analyst will work with fiscal, program, and rate-setting staff within the Department, as well as the Division of the Budget, consultants, and other partners.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Medicaid Redesign Analyst 1, SG-18, OR; Current NYS employee with one year or more of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6 of the NYS Civil Service Law to Medicaid Redesign Analyst 1, SG-18.

Medicaid Redesign Analyst:
Six years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.
Medicaid Redesign Analyst, Trainee 2:
Five years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.
Medicaid Redesign Analyst, Trainee 1:
Four years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.
*Substitution: an associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Preferred Qualifications: Strong critical-thinking, analytical, organizational, and independent problem-solving skills; proficiency with Microsoft Excel; and the ability to work accurately with detailed financial information. Preferred candidates will have professional experience with budgeting, forecasting, projections, trend or variance analysis, financial reporting, reconciliation, or data quality review. Knowledge of New York State Medicaid policy, Medicaid financing, Global Cap reporting, or government fiscal operations is preferred. The candidate should also demonstrate strong written and verbal communication skills and the ability to collaborate with Department staff, other State agencies, consultants, and additional stakeholders
