Job Specifics

Duties Description The Major, Park Police, M-2, will function as the Commander for the Western New York State Park Police District, which includes the Allegany, Niagara and Genesee Police Zones. The incumbent of the Major position will report to the Assistant Director of Law Enforcement and will manage all police activities within the Western District which include but are not limited to:

• Develop and maintain an operational plan for the three Police Zones within the Western District to ensure safety and security of patrons and to protect all natural and historic resources.
• Ensure that all civilian and sworn members are aware of their respective duties and responsibilities and perform such duties efficiently according to the Police Manual.
• Prepare and maintain budget allocations such as non-personal service and temporary and seasonal budgets.
• Prepare and approve the District’s Overtime budget.
• Develop and modify Zone Marine Law Enforcement Operational Plan as well as Snowmobile Law Enforcement Operational Plan.
• Develop a deployment plan for sworn members to ensure proper uniformed presence within each Zone to assist park patrons and to detect and deter crime.
• Establish and maintain an emergency response plan to protect and respond to crime scenes, accidents, fires, etc.
• Oversee the destruction of evidence within the District in compliance with Article 28 of the Manual and oversee the destruction of Firearms.
• Conduct or supervise annual Zone Inspections and review annual Zone self-assessments for completeness, accuracy and thoroughness.
• Investigate personnel complaints and oversee internal investigations.
• Ensure the confidentiality and security of all police records and ensure proper record retention.
• Review administrative reports for completeness, accuracy, and thoroughness prior to submission to District Commander.
• Assist Employee Relations with employee investigations as required.
• Monitor use of force incidents and ensure that any required investigations have been completed.
• Perform Daily District Review of PARKS entries (Police Blotter System).
• Prepare and review District productivity reports.
• Represent the Assistant Director and Director of the Park Police at meetings.

Minimum Qualifications

Non-Competitive Promotion (NCP):
Candidates must have one year of permanent competitive service as a Captain, Park Police, SG-22, or two years of permanent competitive service as a Lieutenant, Park Police, SG-20, with the Office of Parks, Recreation and Histsoric Preservation. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation employees eligible for promotion respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

Provisional Appointment:
Based on the results of the canvass and this posting notice, OPRHP may make a provisional appointment to this position. The minimum qualifications for provisional appointment are: one year of permanent competitive service as a Captain, Park Police, SG-22, or two years of permanent competitive service as a Lieutetant, Park Police, SG-20, with the Office of Parks, Recreation and Historic Preservation

Reassignment:
Current NYS Office of Parks, Recreation and Historic Preservation employees only, with at least one year of permanent or contingent permanent service as a Major, Park Police, M-2.

Reinstatement:
Candidates who were previously permanently employed by New York State in this title may be reinstated to this position or to any position to which they were eligible to transfer. Employees separated from their positions may be reinstated within one year of the date of separation. Employees who have been separated from State service for more than one year may be reinstated upon approval of the New York State Civil Service Commission.


Additional Comments OPERATING NEEDS:
• Candidate must possess and maintain a valid New York State driver’s license that allows the person to legally operate a motor vehicle in New York State as a term and condition of employment.
• Candidates must reside in New York State as a term and condition of employment.

ADDITIONAL COMMENTS:
*Note: The title, Major, Park Police, M-2, has an Occupational Pay Differential of $34,301. Total salary cannot exceed the combination of the Job Rate ($137,206) and the OPD ($34,301).
